So...in the original Half-Life/Black Mesa, why was stuff breaking down before the Resonance Cascade happened?

Right from the start, even before the Resonance Cascade, there's problems in Black Mesa. Computer server crashes, consoles blowing up, even vending machines getting stuck. Blue Shift has a door ID malfunction, parts of the transit system going down, and a (briefly) stuck elevator on top of that.
Is all of that solely due to, as one of the elevator scientists comments, 'those Anomalous Materials people pushing their equipment too hard', is it just widespread wear-and-tear exacerbated by bureaucratic red tape, or is there some outside cause triggering electrical/electronic malfunctions throughout the facility?
I note that when the Resonance Cascade occurs, said breakages get significantly worse, with the Anti-Mass Spectrometer failing to shut down, elevators plummeting in defiance of safety measures, exposed electrical wires in Office Complex, and so forth. Is that due to deliberate damage (or accidental telefrags), an effect of the Cascade, or an amplification of whatever disruption was happening before?

I'm needing a little help IDing this new guy. It looks kinda like a ruby cascade, but the undersides of the leaves aren't red. And the leaves grow in small bungles down the vine, rather than leaf by leaf.
Why is there a one inch thick steel cable coming out of the ground on this trail up to Mount Washington? In the Cascades you will often find traces of the logging that once stripped these hills and mountains bare. This was probably used to haul trees and equipment up and down the mountain.
