We often hear our commie in chief Modiji & his Bhajan Mandali whining about very few people pay Income Tax. I think they say only 1.5 crore people pay Income Tax in our country. That sounds sooo less, right?
How do we increase the number of people paying Income Tax? Can we beat them up until they pay more Income Tax?
Let's first check why so few people pay Income Tax? The answer is far simpler than you can think. The reason so few people pay Income Tax is because we are a piss-poor country & too few people earn enough money so as to come into the Income Tax Slabs.

Anyone earning under 5 Lakhs a year doesn't have to pay Income Tax. Add to that 80C deduction of 1.5 Lakhs. And then 80CCD deduction of 50,000 Rs. That means upto 7 Lakhs income people do not need to pay any income tax at all.
90% of our country earns less than 7 Lakhs a year. The Green Part of the Chart are people who earn far too less to come to our Income Tax Slab at all!! Then there are deductions for LTA, HRA etc - so even more people will fall out of the slab - i.e. up to say 8 to 9 Lakhs of annual income, you don't need to pay Income Tax at all.
Other than this, 40% of households in our country earn money through farming for which there is no tax liability.
All in all, looking at this, it seems that even 1.5 crore is a lot of people. Many end up paying income tax because they don't use 80C, 80CCD, HRA/LTA well enough to not pay taxes. At these pathetically low levels of Income India has, even lesser people should be paying Income Tax if they had better financial smartness.
Let's look at other data - not Income Tax in particular but Overall Tax to GDP ratio. Is India's Tax to GDP ratio comparable to other poor countries like us?
Absolutely - as a matter of fact, our overall tax collections are too high per capita as compared to poor countries like us & is also more than many countries with citizens who earn more than us.
- India's Tax to GDP ratio is double that of Bangladesh
- Our Ratio is 1.5 Times that of Pakistan
- Our Ratio is 1.5 Times that of Sri Lanka
- Our ratio is 1.3 Times that of Philippines
- Our ratio is 1.3 Times of richer countries like Bhutan or Indonesia whose citizens earn 50% more than Indian citizens

Despite this income they most likely do not have the means or wealth to successfully combat these collection attempts or hide their money the same way the upper middle class and top 10% do.
They are also quite likely to rely on the infrastructure provided by the government and financial institution which would mean they are easy to track and also unlikely to resist out of fear of being locked out.

- A villager dropping off any amount of resources generates 1g tax.
- Researching a tech generates 32g tax
- building a unit generates 4g tax
- imperial academy does indeed double these values to 2, 64, and 8 gold respectively
- you can fit 4-5 mills surrounded by farms, 12 prod buildings, a university, a blacksmith, and the siege workshop landmark in the double tax zone if you are relatively efficient
- with this setup I was getting around 500g/min with 4 imperial officials collecting tax, 40 farmers, and my prod buildings working full time.
- 1 imperial official is able collect 640 gold/min from a setup of 12 prod buildings built in a square around a TC with a one tile gap between the buildings and TC. You can't produce units fast enough to sustain this rate of tax collection. One interesting thing to note is that with this square you can have 3 of each prod building (barracks, stable, archery range, siege workshop) and have 3 imperial officials to supervise with 1 to tax. (this requires the upgraded carry capacity)
- pagodas generate 10 tax gold per min which is indeed doubled by the imperial academy though the tooltip doesn't change. Overall 3 pagodas aren't really going to be generating a meaningful amount of tax income.

I received a notice of overdue tax from NCDOR. When I went online to try to set up an installment plan, the website said I could not do that until I'd received a collection notice.
The problem is that it also says if I don't respond to the collection notice "immediately," I'll be charged a 20% collection assistance fee and be sent to forced collections.
What on earth does "immediately" mean in this context? I need to set up an installment plan, but I don't want to deal with being sent to collections if I don't respond quickly enough.
I'm going to try to get someone on the phone for this, but just in case that takes forever or they tell me something that doesn't make sense, I wanted to see if anyone who's gone through this process before can explain how quickly I'm supposed to respond to the collection notice.
