I saw an ask reddit thread asking whatβs a shocking statistic and this one kept getting removed. Id say itβs pretty shocking because it even though itβs 12% of the population it probably is more like 6% since men commit most violent crimes. Thatβs literally what the thread asked for: crazy statistics.

It's time for another post about crime in Spokane now that we're into the new year and I have the final Spokane CompStat report for 2021. The last time I posted this info to /r/spokane a couple years ago it generated a lot of discussion. People messaged me directly in the interim and asked for an updated post. Again, I'm an independent data science researcher, and not part of Spokane's city government or police department. This project tracking and visualizing crime data is something I do because I have an interest in data science and my hometown means a lot to me.

Data is sourced from weekly CompStat reports. Text is scraped from the PDFs, parsed, and the resulting data visualized in charts and tables.
Overall crime is down again from the year prior. However, the downward trend we've seen since 2017 is leveling-off. Some types of crime have returned to previous years' levels. Others are up significantly. I'm particularly concerned about a few because of their violent nature, including arson, rape, and drive-by shootings. Hopefully the City of Spokane will be able to comprehensively address these in the new year.
Total offenses in Spokane for 2021 were down almost 9% over 2020's numbers:

Overall offenses are still going down, but we're not seeing change like the double-digit percentage drop from 2018 to 2019.
Crime continued to follow a definite seasonal trend in 2021. The "busiest" months for overall crime continue to be around the middle of the year:

Yes, I know anti-Asian hate crimes are out there, have been occurring for decades along with other ethnic groups, and especially the most recent one in NYC...I just was laying in bed getting ready to sleep when I was drawn to look up the statistics of anti-Asian hate crimes. Found a pdf report from California Justice information center reviewing data from 2016-2020 and now I'm just feeling really sad.
To see how political rhetoric has such an impact, an increase of 107% just from 2019-2020, stereotypes and assumptions fool people into taking hateful actions... I believe in humanity from the people in interact with every day, but now I'm feeling even more weary than I am already, having to approach strangers with a lense with my own safety in mind. I like being kind and open, and this is making me reconsider how open I want to be with new people and in public.

For example, I was reading a New York Times article about rape prosecutions, and it said

How exactly does someone get statistics like that? So for crime X, I want to know how many reports of crime X are made to police, how many of those reports lead to arrest, how many arrests lead to indictments, how many indictments lead to trials, how many of those trials are judge vs. bench, and the results for those trials.
Is it information that people (like journalists, lawyers, advocates, etc.) have to ask for from the state? Is there a database that breaks down the stats for various criminal charges, in a certain county/state?
THE PROBLEM
The latestΒ NZ National Survey of Victims and CrimeΒ shows that 29% of adults had been a victim of crime at least once over the previous 12 months.
Even frontline services areΒ expressing concern
Gang-related shootings and the use of firearms in general β including against our police β have becomeΒ disturbingly normal. In 2020,Β gun crime hit a new peak. Firearm related offences are nearly double that of just 10 years ago.
An act of family violence is reported every four minutes, according to the New Zealand PoliceΒ annual reportΒ published in November 2021.
A key reason for Three Strikes being introduced and receiving public support was widespread community outrage at serious violent or sexual offenders repeatedly getting parole and going on to commit more serious crimes. RememberΒ William Bell and the horrific RSA case.
Just examine any child abuse case before court to see theΒ community outrageΒ at the weakness of the sentences being handed down.
THE SOLUTION
How the three strikes regime work
There are 40 qualifying three strike offences, comprising all major violent and sexual offences with a maximum penalty of seven years or greater imprisonment.
[For example; sexual violation, sexual connection with a child or young person, indecent act on a child, murder, attempted murder, manslaughter, wounding with intent to cause grievous bodily harm, aggravated robbery, kidnapping, and more]
If an offender is convicted of a strike offence (with no previous strike warnings), they receive an official first βstrikeβ warning.
If the offender is convicted of a second qualifying offence, they are given a final warning (second strike), and if they are sentenced to imprisonment, they may serve the full sentence without parole.
If the offender is then convicted of a third qualifying offence the court must impose the maximum applicable penalty without parole, unless the court considers it would be manifestly unjust to do so.
Finally, if the offender is convicted of murder on their second or third strike the court may impose a life sentence without parole, unless the court considers the sentence manifestly unjust.
THE RESULT
Since mid 2010 when the new law commenced;
