ELI5: Is there more to health concerns of radiation than just the "ranking" in the electromagnetic spectrum? Could radio waves be more harmful from whatever source be more harmful than visible light from a light bulb, despite visible light being much "higher" in the spectrum? If yes, why?

A TL;DR version is basically the title. Also, there's an extra "be more harmful" in the title, but I can't find an option to fix it.

Now onto the original post:

For example, visible light (a light bulb) is "above" radio waves and microwaves (5G) in the electromagnetic spectrum, meaning it has a shorter wavelength and higher energy and frequency. A TV remote uses infrared radiation which is also "above" radio waves and microwaves. Obviously, a TV remote and a light bulb are completely harmless despite having higher energy and frequency than radio waves and microwaves. Now, here is what I'm wondering. Is there more to it than just the "position" in the electromagnetic spectrum when it comes to potential health risks to humans? I know that 5G is harmless, but is it necessarily less harmful than a light bulb just because it's "lower" in the electromagnetic spectrum or are there more factors that determine how harmful certain radiation is to humans? If there is more to it, what is it? What would make 5G more harmful than a light bulb, despite visible light being much "higher" in the electromagnetic spectrum than radio waves and microwaves, assuming that is the case? Government websites just state that there are currently no known health concerns related to 5G and that it is still being studied whether there could be any health concerns, but why would they say that if we know that light bulbs are harmless and they are "higher" in the electromagnetic spectrum? Is it just a formality?

I couldn't think of any better example than 5G, so please forgive me about that, I'm not a stupid conspiracy theorist and I'm all for better network, I am absolutely not worries about any kind of safety risks because there are not any, but I'm just curious about how radiation works.

May wanderings on the Borderland were tricky really. I use the synchronicity method mostly to generate content but sometimes I find myself critical of the content, and it freezes up. I had a hail storm of odd connections to the throat center come up early in May but then nothing for 20 days. So, you may not know George Crile but he is an odd character that many of us might find slightly off putting. Well, I was put off the time he told me about his adventure in Africa where killed an elephant not just for sport but also performed experiments. George did a lot of animal experiments and I find it disturbing reading but it is very important information.

George Crile wrote The Phenomena of Life, A Radio-Electric Interpretation in 1936. The copy that turned up in the office this month was from a box of old backstock, musty with rusty staples, the cover just tore off when I grabbed it just now. It is a dense and hard to read book, but the essence is pretty simple I think.
