To my esteemed comrades, I welcome you to Hanoi. We are deep in the monsoon season, but even now we make ready for a great war for the people to cleanse the corruption from this region of the world. Even now, thousands of Vietnamese Communists rise up against the Southern Government, with numbers projected to reach 100,000 by next year. The current operational capacity of the NVA leads us to believe that war with the South will end quickly only if we can overwhelm them in a single operation. We are talking a deployment in the hundreds of thousands of combatants, well equipped and motorized.

From the Union of Soviet Socialist Republics, we request the deployment of Soviet air assets to Phúc Yên Air Base, which will become operational in mid '63 by our estimates. Specifically we request air-superiority assets be based there to support NVA troops until January 1964 when our pilots return from the Soviet Union to fly combat sorties. We also request S-125 systems, specifically we request 3 batteries(each of 6 launchers and support systems) to attach to our infiltrating divisions as they push into South Vietnam. The mobile nature of the S-125 would allow us to use them to cover our advance. Additional S-75 batteries are always welcome, as are any deployment of vehicles for logistics or attack. We also request that once hostilities have begun, the Soviet Far-East Navy be mobilized and deployed to blockade Southern Vietnam.

From the People's Republic of China, we request that PLAAF Il-28 bombers fly sorties to bomb South Vietnamese positions, more specifically at Hue City during the initial stages of the assault when our forces begin their assault. We also request that PLA elements be deployed to Vietnam to aid our assault on the Northern reaches of S. Vietnam while a large force works to encircle and force the surrender of ARVN forces.

With the aid of the two largest communist powers in the world, this war should be over by the end of '64 if we achieve all of our objectives.
