If you pick Victuals and complete the meat quest, the talent will stop healing you upon nearby enemy minions deaths
Conclusion after some testing - it seems that the healing "event" is not tied to minion dying but rather to minion dropping the meat stack.
If you complete the quest, minions dont drop stacks anymore and you dont heal. If you still didnt completed the quest, minions do drop stacks and you heal each time a minion dies = each time a minion drops a stack. You dont have to pick up the stack to heal yourself, you just need to be nearby when it drops
Its quite a bug I'd say. Makes the talent completly not functioning and useless in late game once you finish stacking the meat
