Just moved in, trying to hook up my washer. The basement ceiling was painted all black, and they also painted the copper coming down to the utility sink.
When I open the valves for the washer hookup, water starts spraying out of the stem. I did some googling and figured I could try to replace the packing, but I don't see a packing nut. Could this be the problem? Do I need to try and replace these valves?

The faucet drips a little bit while turned off and im trying to fix it by replacing the washer.
I watched a few videos on youtube and i was hoping to get access to the washer. Only problem is the packing nut (i believe thats what the arrow is) wont budge. im afraid to really yank on it since the pipe isnt very well affixed to the house and it wiggles whenever it's moved. Is that part supposed to come off or am i doing this wrong?
im tempted to just call a plumber to do it but i feel like i should be able to do this. im thinking the next step is to just cut the pipe from behind the house and install one of those sharkbite pipe/faucet. is this a good plan?
update: i was talking to my neighbor and asked him if he had certain tools i could borrow anticipating i had to replace the spigot as well as some piping behind the wall. i was ready to spend the close to $100 for a new frost free spigot, elbows, pex, new shut off valve but he insisted the item with the arrow was removable. and he was right. we removed it and pulled out the rod and found the super worn washer. went to the store and got it replaced for 47 cents. no more drops. we managed to remove the handle also using the dremmel method that someone suggested but it ended up not being necessary.

Water was leaking through the stem of my water valve so I removed the packing nut to put some tape and filler inside, but now when I try to tighten the packing nut itll only go so far before just spinning.
I tried removing the handle to remove the packing nut, but accidentally broke the handle in half. I'm not sure where to go from here. Any advice would be appreciated.
