Headlines

  • 2,291 Cases (+88), 122 Deaths (+7)
  • New Cases: 11x Daviess, 7x Hopkins, 7x Jefferson, 6x Boone, 4x Calloway, 4x Campbell, 4x Graves, 3x Jackson, 2x Adair, 2x Carter, 2x Christian, 2x Fayette, 2x Garrard, 2x Grant, 2x Kenton, 2x Muhlenberg, 2x Oldham, 2x Shelby, 2x Todd, 2x Warren, 1x Allen, 1x Ballard, 1x Bracken, 1x Breckinridge, 1x Bullitt, 1x Butler, 1x Floyd, 1x Hardin, 1x Laurel, 1x Lincoln, 1x Marion, 1x McCracken, 1x Pike, 1x Rockcastle, 1x Webster, 1x Woodford

  • Protesters outside the Capital calling to reopen the economy were loud and obnoxious. Some of this was incredibly hard to hear but we know we got the gist of it.
  • Many of our fellow Kentuckians have been hit hard, many times this year. Not only are our neighbors in Leslie, Knott, Perry, Letcher county and other hard hit counties in Eastern Kentucky fighting the coronavirus but earlier today they still have 42,000 Kentuckians without electricity and water after they were hit by powerful storms. We are doing everything we can to help them out. Thank you to all of those responding to help. Over 500 KY Power personnel are working to address the outages. To all those residents that are in this difficult circumstance to include being in the middle of the pandemic: I appreciate you.
  • To all those that said we took drastic steps or too early, look at that. This is proof we are winning. But we are NOT at halftime, not yet. We have to make sure we are focused and not let the desire to get out ultimately lead to the death of more Kentuckians.
  • There will be 4 more sites and I will talk more on that tomorrow.

What if, on Jan 30, 1900, Boss Bill (Governor William Goebel of Kentucky) escaped death at the hands of assassins and survived to challenge the national Democratic leadership, beating out Woodrow Wilson for the Presidential nomination in 1912. As a pro-German, would he have changed history?

Goebel was a populist politician, and by all reports a very smart individual. Had he survived the assassination, his family history with a strong bend towards Germany (he only spoke German until he was six) would have inclined him to favor Germany in the European War that started in 1914. While it is doubtful he would have even considered bringing the USA into the war on the side of Germany, it would be very likely that he would have kept America out of that war. How does the world change?

  • Thank you Kentucky for tuning in again to make sure you are a part of Team Kentucky doing everything we can to defeat this coronavirus. We’re in this, we’re in this together. We’re in this, we’re in this together. (Andy signs in ASL “we will get through this together”)
  • We’re in this together because we know what it takes to defeat this virus. I know now that we are over a month in, and we can feel a little anxiousness but remember this is the challenge of our generation. Remember the greatest generation wasn’t just at home, my grandfather was with Patton’s Army in Europe separated from my grandmother. They were having difficulty and were not able to be a family unit for years. We can do this, and in a way to protect people. And we always focus on saving lives and you are doing an incredible job.
  • We’re in this together, and I’m not the only one who says it.
  • Think about what’s happened. We are up against something we haven’t known before.

  • Patsy Carol Smith; 76 years old. Passed away on Monday. She was an active senior who enjoyed yard work, gardening, and making crafts. She had self quarantined, because like many her age she had some at-risk factors, but despite her isolation she started experiencing flu-like symptoms. She was admitted to the hospital on April 4th, on April 6th she tested positive for COVID-19. On Monday and Tuesday of that week Patsy FaceTime’d with her family and seemed to be recovering but her situation declined and by Friday she was in ICU on a ventilator. Patsy rallied and was able to come off the ventilator a week later but too much damage had been done and she passed away about 2 days later. Patsy was the mother to 3 sons, she was Mamaw to grandchildren and great-grandchildren. She has a sister and brothers along with many friends that will miss her and we will mourn their loss as well. Let’s make sure we are thinking about Patsy. When we lose someone, it’s not just a number but an individual that will be missed.
  • Sign up for testing at one of the Kroger sites even if you don’t have symptoms but think you may have been exposed. HOW TO SIGN UP [http://krogerhealth.com/covidtesting](http://krogerhealth.com/covidtesti

TeleHealth, we have entered various orders to allow more TeleHealth in KY than ever before. What that means is for those of you who do not need to immediately see a doctor but have ongoing conditions or reasons you need to talk to or get services you can now do more of that than ever with TeleHealth

  • We are going to get through this. Times are going to get tougher as we go through this, but we will beat this thing.
  • Plays a video aimed at preschool-aged children (Video will probably be posted https://govstatus.egov.com/kycovid19 under the “COVID-19 Resources for Children” section)
  • I’d like to thank them for getting that together. Children can feel our anxiety and it’s hard.
  • Show’s social media photos of the community (album of images). We need to stay emotionally, mentally and physically healthy. Kentucky, you are amazing. Acts of generosity. It’s just great. We can not only get through this but we can do better! It’s our patriotic duty to do the things to get us through this. Sometimes the hard times bring out the very best in us. And we are displaying the very best in us. Being healthy at home, doesn't mean you can’t get out. Playgrounds, basketball courts can’t be packed or creating groups but you can make it work by exercising social distancing. We are simply asked to be diligent and be resilient enough to do what it takes to get through this. Fill up social media with the positive. We want you each and every day to shar

  • 1,963 Cases (+134), 97 Deaths (+3)
  • New Cases: 35x Adair, 30x Jefferson, 15x Fayette, 16x Christian, 16x Muhlenberg, 5x Daviess, 4x Jackson, 3x Boone, 3x Hopkins, 3x Scott, 2x Owsley, 1x Ballard, 1x Bath, 1x Calloway, 1x Clark, 1x Fleming, 1x Graves, 1x Grayson, 1x Hardin, 1x Harrison, 1x Jessamine, 1x Kenton, 1x Ohio, 1x Pulaski, 1x Rockcastle, 1x Shelby, 1x Todd, 1x Warren, 1x Whitley, and a couple unconfirmed.
  • I am excited today, we have a new partnership with Kroger to help test over 20,000 people state wide over the next 5 weeks. (We have only tested about 24,000 total, this will double the amount tested in our state) They will provide medical staff, PPE, and a signup medical portal to get those tests done for us. The state is contracting with UPS and Gravity Diagnosis to provide a 48 hour turn around. That’s important because 10 days doesn’t really help. We will start with one location in Frankfort tomorrow, another this week and another next week. Those who qualify will be based on the CDC tier one and tier two guidelines.

  • Happy Easter, in my faith we greet each other with “He is risen” and people respond with “He has risen indeed”. Also happy Passover to those of the Jewish faith and everyone out there, I hope you had a good day.
  • Let us first start by saying what I know is the truth: (Andy signs the message as we always start the update)
  • We will get through this, and we will get through this together. A video is shown of those who are deaf and hard of hearing thanking the governor, and saying we will get through this.
  • 10 Steps to fight COVID-19 (Andy only touched on #1, #2, #3, and #7 today but all have been included for reference)
  • No. 1 Healthy at home. We need to be healthy at home. This is how we protect each other as an American, a neighbor, this is how we save lives. 99.99% of Kentuckians are doing your duty, and thank you.

  • Later this week Governor Beshear will talk more on how he plans to enforce against gatherings to include churches.
  • Question on two gyms in Frankfort that were busted -- We can get you the names but I don’t know them. Honestly, if you run a gym, opening up the back doors, knowing we have a virus is out there is killing people that really upsets me. You shouldn't be doing that.

Full Notes

  • We will get through this, and we will get through this together. Say it with me: We will get through this, and we will get through this together. Again, we will get through this together.
  • While it has been a beautiful weekend and while we’ve had reports we believe that folks have done a lot better than what we saw last weekend on our social distancing.
  • You individually have more control during this crisis than ever before in our history. Your actions, specific actions make a difference. It’s your patriotic duty as an American and a Kentuckian to do the right thing
  • 10 steps to fight COVID-19
  • We can’t be having a party at your friends house.
  • We’ll have to start cracking down on those who aren’t complying. And if you find that a store is crowded, it’s on YOU to not go in to take part in creating that crowd. When you go into a crowd you help spread the coronavirus and people will die.
  • Know when to seek care
  • If you can use TeleHealth, use it. Call your doctor before seeing them.

  • Question on the Attorney General being concerned about us announcing yesterday's order requiring those in mass gatherings to self quarantine. -- “...I’m just doing my best to save lives. Knowing 6 deaths from one Kentucky revival, what that can do! We know there are 7 planning to meet, that would be 42 deaths if the same thing happened… If I could save 42 people, I would give up being politically popular (which I’ve only been for about 3 weeks) in a nanosecond to save those lives…” (more in Questions)

  • We will get through this and we will get through this together. Say it with me. We will get through this together. It’s important we say this, because things will get tougher as we move forward. We need to make sure we do everything it takes to defeat this. I’m proud to be your governor. We know it can take a serious toll on our people. You are doing what it takes even when it’s hard to understand.
  • The way to combat it is to stay away from each other. This goes against everything we were brought up doing, but we need to do this.
  • I know you’re out there congregating on the golf course, you’re putting us back. You could have harmed someone else.
  • We will never be able to enforce our way into the type of behaviour we need to protect people. We need to encourage our way there and we need to invoke positive social peer pressure.
  • Social media must be filled up with positive things. While we need to stay apart, we are more connected than ever in our lives. But it’s more needed and necessary (#TeamKentucky #KYTogether #Patriot #HealthyAtHome) ewe have seen an outpouring of examples on social media that are incredible and we want to keep showing them. (Social media images here) Shows a Kroger having tags on the floor in between isles. So thank you. This is the positive social peer pressure we need to encourage. A 7-month-old is shown being healthy at home. Van lear, KY rings their bell at 10AM. It can be lonely and isolating to be healthy at home. So hearing those bells, reminds people we are together in this and we are thinking of you. Showing green lights lit for the Kentuckian we lost in
