[Question] Issues with the Defense Technical Information Center

Not sure if this is the correct place to post this but I figure that some people here would have some experience using the website and I am kind if desperate for a solution.

Around 14hrs ago I found a article at this address https://apps.dtic.mil/dtic/tr/fulltext/u2/a587431.pdf everything went fine and I was able to access it. However trying to access anything under the apps.dtic section the site now seems to be impossible (ERR_CONNECTION_RESET), despite this I can still access their homepage at https://discover.dtic.mil/. After troubleshooting I tried forwarding it to a friend in the area who also couldn't connect.

Is this domain a section of the website that I was never supposed to have access, is it geoblocked (I am located in AUS) or is the site just sometimes buggy (I have had issues accessing their documents before)?

Edit: Looks like the site is down (probably so they can fix the issue) as instead of the connection reset error it now just times out.

Edit: The site has been back up for a while now. Not sure if anyone can still see this post unless they commented but it should now be hidden.

Packet requests from Department of Defense Network Information Center

Hey all - my internet connection had a blip today, so I power cycled the modem and all was well. For fun I thought I would check my ASUS RTAC68U's logs in case it was DDoS or something, which would not be unprecedented, and I saw some accepted packets. I googled the IP addresses and found they, at least on current registries, belong to the DoD.

I don't have a remote log server set up, so I any history I have to see how long this has been going on only goes back a couple of hours. When I first setup logging about a month ago, I checked out the accepted requests and found some for Amazon and some other services (my FireTV was still running), but not these IPs.

I've found some scattered reports of folks seeing similar things through their iPhones/Androids and some other gear, but I haven't seen one that could help me understand exactly what it means related to my network. I have one PC, a tablet, a PS4, and my Android phone.

 Mar 19 17:09:21 kernel: ACCEPT IN=eth0 OUT= MAC=ff:ff:ff:ff:ff:ff:00:01:5c:65:d0:46:08:00 SRC=22.69.59.1 DST=255.255.255.255 LEN=377 TOS=0x00 PREC=0x00 TTL=64 ID=0 PROTO=UDP SPT=67 DPT=68 LEN=357

The other IPs are 22.69.0.1 and 30.107.0.1. Take a look at the MAC and the DST. I also had TCP connections but those entries are lost in the wind. I added the TCP to a blacklist first, but didn't do UDP right away because there wasn't any UDP traffic at the time. Now blocked on both TCP and UDP.

I see plenty of dropped requests from regular old internet traffic, but I'm not sure what the data could mean for these entries.

A couple of questions are, what exactly do these lines represent in the log (port scan, connection request, etc?), and what tools could I use to see a more detailed picture of the traffic that may be going on?

I guess I should sit around and wait to see who shows up? Haha...

There's a guy who the Space Force and Defense Department are paying $250k a year to go to MIT to study Bitcoin for them, to see how they could use its ledger in the same way they use GPS to store and track accurate immutable information. He just got permission to go public with his work.

He's been talking about it for months on twitter spaces. Look up @ JasonPLowery on twitter to find his account. When looking up his background information, everything looks legit. This is probably what Biden's advisor meant when he said that his administration was mining Bitcoin, because from what I've heard this kid say in those twitter spaces, the stuff he's trying to do for them would involve mining and much more. His plan is to make Bitcoin the GPS and Atomic Clock of digital information, a solid accurate ledger to store important information away from things like internet rot or wiki edits.

For those who don't know, our current internet is rotting away. When you search on google, it claims to have billions of results for any subject, but when you search through those subject's results and actually dig through the pages, you only get on average around 350 to 470 links.

The other billions? They've been lost to internet rot, the result of links being lost or destroyed from things like servers going offline, losing the data of billions of results per search, the loss of things you used to be able to find online but can no longer locate.

This apparently is a problem for the government as a lot of those lost links were links used in actual court cases, leading to digital evidence being lost that in some cases have been used to set legal precedents. There's a lot more to what he's doing for the military via the usage of Bitcoin's immutable ledger, but this is what I can remember off the top of my head.

Hopefully he can set up an AMA with the mods one day. I bet this community would be very interested in hearing what he has to say in regards of what he's doing with using Bitcoin's immutable blockchain on the most powerful computer network on earth for the Space Force and the Defense Department's needs.

Six years ago, Rudy Gobert and Hassan Whiteside made some noise as rising Center stars, both headlined by their defense and athleticism/length. Six years later, they're on the same team and are probably the best Center-tandem in the NBA right now

I still remember in 2015 when Whiteside shocked the league with a fast-rise as Miami's young star. It was that game against the Lob City Clippers that really put him on the map, with a 23-16 game w/ 2 blocks (https://www.youtube.com/watch?v=cRcRTMWTMzA&ab_channel=BridgetMaggard). From there, he would just take off into a brief stardom before attitude problems got the best of him after getting a large contract in the summer of 2016, eventually getting replaced by Bam Adebayo then bouncing around Portland and Sacramento before landing in Utah.

Around the same time in 2015, Rudy Gobert has shown enough promise in his role, surpassing Enes Kanter to the point that the Jazz tried to play Kanter at PF while highlighting Gobert as the C. Kanter didn't like it and demanded a trade, so that was addition by subtraction for Utah as Gobert would develop into the defensive force that he has been for the past few years, winning DPOY 3x.

In 2015 and 2016, I remember always trying to compare Whiteside and Gobert on who's better, because they both made their marks as double-double machines and shot-blocking menaces, with Gobert's length and Whiteside's athleticism being their most memorable physical trait. Of course, come 2017 onwards, it started to trend towards Gobert as Whiteside started to build a reputation as stat-chaser, especially highlighted when the Heat began to lean towards Bam more.

That being said, as someone who has often compared the two during their early career successes, it's surreal for me to not only see Gobert and Whiteside on the same team, but also to see Whiteside buying in. I can't see another center starter-backup tandem that comes close to their effectiveness (Maybe Embiid-Drummond?) and maybe, barring injuries especially to Conley & Mitchell, getting Whiteside to backup Gobert becomes the one lowkey move that Utah needs to finally make more noise in the playoffs.
