El Ghazi has struggled for game time this season at Villa under both Dean Smith and Steven Gerrard, after the West Midlands club invested heavily in their forward ranks over the summer with the arrival of Danny Ings, Emi Buendia and Leon Bailey. El Ghazi has made nine Premier League appearances, with just four starts.
The 26-year-old has been pushed further down the ranks at Villa in the past week, with Philippe Coutinho joining on loan from Barcelona.
El Ghazi has become Evertonβs third signing of the window, after they moved quickly to secure full-backs Vitalii Mykolenko from Dynamo Kyiv and Nathan Patterson from Rangers.
The Athletic has previously reported that Everton manager Rafa Benitez was keen to add another wide player to his squad, after bringing in Andros Townsend and Demarai Gray in the summer.
