In 1998 a balloon cost 2 pence. Today a balloon filled with air will cost you 10 pence.

That's inflation for you.

Just remembered one from "Don't Try This at Home" in 1998.

Used to be on ITV if my memory serves me correctly. One of the pieces involved going up to random shoppers at the mall and trying to get them to eat sheep testicles. The host approached a foreign looking chap and asked "are you peckish?" to which he answered "no, I'm Turkish".

The Greek authorities tried to get the lepers at Spinalonga leper colony to swap their healthy babies for babies with leprosy

but a leper never changes its tots.

(My dad made this up when we visited Spinalonga in about 1998...its one of his all time classics. I only remember the punchline so I made up the first bit and its not historically true.)

My Grandpa on his death bed

Nurse: Aren't you hot in there?

Grandpa: I haven't gone to hell just yet.

Nurse: laughs Where are your feet?

Grandpa: At the end of me legs.

This was in 1998. He was bundled up in some blankets, and the nurse was about to change his socks. And yes, he said 'me legs'. Not sure if that qualifies as a dad joke exactly, but it's a fond memory.
