I was reading through one of the appropriations bills House Government Bill C-8 (42-1). In Schedule 1 & 2 in the link there are detailed budget items broken down by category. I see a lot of the following language:

This seems to allow an undisclosed amount to certain members of the Queens Privy Council.

The sums which contain this clause is not nothing. There are obviously other clause in the sections, but the frequency of this language set me off a little.
It seems like legal boilerplate, but can someone explain the purpose of this? Who exactly is intended to be included in this clause?
I was curious to see what your country may look like judicially and if you have any thoughts about it. The Privy Council does not have any Caribbean members and requires a lot of money in order to be heard in person, as it requires travel to the UK. I am curious as to what that's like to live with, and if you even notice it at all.
Britain had 'National Governments' or 'Grand Coalitions' during times of crisis in the 20th Century (World Wars and Great Depression)...
Legally speaking, could the same happen again? Tonight? Politically speaking, what would be the fallout? How would it work? What could happen?
Having a Queen's Speech without a proper government in place is constitutionally unprecedented, isn't it?

Spouse: Any GenMates you ship with the "ruler"
Court Chaplain: They supposed to represent the Faith but since each gen is mostly Secular, they can function as teachers of their lore.
Chancellor: In charge of diplomacy.
Steward: In charge of their money.
Marshall: The "muscle" of the group and may function as the police.
Spymaster: In charge of foiling or helping with schemes and finding secrets.
