If/when Biden closes the Guantanamo Bay detention camp, what would the future of the Naval Base itself be?

I'm obviously asking the question as a novice - out of a somewhat ignorant position. I don't know too much about any existing plans around the base itself, and I don't know how Biden and the Democrats look at the base itself. If they want to keep it around, or not.

What I wonder is: could the base perhaps be closed, and the land returned in an ordered fashion to Cuba - if nothing else as a sign of goodwill? Or would such an action cause too much uproar among the Republican representatives (and maybe also quite a few Democrats)?

I'm also thinking about the more and more likely reality of Puerto Rico becoming an actual state - would it not be beneficial both economically and geopolitically to relocate whatever activity taking place at the Guantanamo Bay to newly built or already existing infrastructure there? Are there perhaps arguments against such a relocation, or is having a base on Cuba itself so important that it would be foolish to close it down?

I can't participate in the discussion myself too much, but it would be interesting to see what others would argue.

While nominally a move to improve relations with Cuba, it also represents a reduction of costs in overseas operations of fleets. Former US Marine recalls UFO traffic over Guantanamo Bay Naval Base

"A former U.S. Marine who served from 1968 to 1969 at the U.S. Guantanamo Bay Naval Base in Cuba has reported Marines’ experience of UFO activity during the time he was on duty at the base. He said he witnessed UFOs landing in the ocean and taking off from the ocean, indicating there was a major alien UFO underwater base in the bay.

The Marine’s testimony was filed as Case 74794 in the archives of the Mutual UFO Network (MUFON), the largest single UFO sightings documenting and investigating organization in the world. According to the Marine, who was often assigned to guard the fence area of the facility, he and other Marines were perplexed by the heavy UFO traffic over and around the base. He said UFOs were seen flying over the base almost every night and many flew at altitudes below 300 feet.

The Marines often talked about the UFO activity around the base among themselves but were strictly forbidden to talk about it to outsiders, according to Open Minds.

β€œAll of us Marines were amazed at the amount of UFO activity over and around this base,” he told MUFON investigators. β€œVirtually every night UFOs were flying overhead with altitudes of less than 300 feet.” The witness said he saw several UFOs flying overhead because he often stood guard at the south fence of the base. And because they passed over the base at relatively low altitude, he was able to determine that most were about 50 feet to 100 feet across. They were not brightly colored, but mostly plain-looking with dull colors. He also often saw red lights trailing the UFOs as they flew overhead.

An intriguing observation he made was that many of the UFOs flew towards the ocean, and there was a steady flow of UFOs landing and taking off from the ocean.

It seemed there was a major underwater UFO base in Guantanamo Bay.

He recalled observing moving blue lights, like beacons, each time a UFO flew out to sea to land or when one took off from the ocean. He told MUFON, β€œMost of these UFOs were approximately 50 to 100 feet across, but to the naked eye came off as a dull, hazy hull with a small red light trailing behind it.”

β€œWhen I stood guard duty on the south side of the base, I witnessed on many, many nights UFOs landing and taking off out of the ocean,” he continued. β€œThere were large blue lights moving around after their landing in the ocean and then slowly dimming down as they obviously descended deeper.”
