Bonding in solids Puns

I have been reading this paper on a 'switch-on' fluorophore that only fluoresces when in a solution of water (through hydrogen bonding). Assuming the fluorophore was in a solid phase with liquid water in contact with the solid, could hydrogen bonding occur between the two phases?

I'm struggling to find any academic papers that prove/disprove this phenomenon so any pointers would be greatly appreciated!

Liquid vinyl monomers were converted to solid crystals via halogen bonding and underwent solid‐phase radical polymerizations through heating at 40 °C or ultraviolet photo‐irradiation (250−385 nm). The X‐ray crystallography analysis showed the high degree of monomer alignment in the crystals. The polymerizations of the solid monomer crystals yielded polymers with high molecular weights and relatively low dispersities because of the high degree of the monomer alignment in the crystal. As a unique application of this system, the crystalized monomers were assembled to pre‐determined structures, followed by solid‐phase polymerization, to obtain a two‐layer polymer sheet and a three‐dimensional house‐shaped polymer material. The two‐layer sheet contained a unique asymmetric pore structure and exhibited a solvent‐responsive shape memory property and may find applications to asymmetric membranes and polymer actuators.

Take two peices of sheet metal (ionic bonds) and lay them on top of one another, they don't bond.

I imagine there is difference in energy states between the electrons of two bonded atoms vs. two adjacent non bonded atoms but I was hoping someone could shed some more light on this. Also, which pair has a lower energy state? The two bonded atoms or non bonded atoms?

Consider the following example from a crystallography experiment: A sulfur atom is bound to three additional atoms in trigonal pyramidal geometry. However, it is aligned in the three dimensional structure between two additional atoms. The distance is longer, but the interactions "line up" such that it would yield trigonal bipyramidal geometry. How would one distinguish whether the long bonds were covalent or noncovalent interactions?
