But doesn't this presuppose that Ezekiel thought that Yahweh wanted this to be built without any divine intervention? Of course it would be a miraculous if this is referring to some eschaton (the world after the end times). And if we take this to be speaking of a time in some unspecified future, it would make no sense to specify how many men should be in the workforce. Presumably, Yahweh is telling the Israelites what he would like to be built some day in the future when Israelites return from their exile and their enemies are punished.
He also says
