I heard this sentiment, and I am kind of conflicted on it. Rocky II is a good continuation of Rocky, but the message of Rocky I is that doing your best is enough at times, that going the distance even if you don't win makes you a better person.

I tried watching this film once before, but gave up around 20 minutes into it when I realised it was set to be as slow as the first movie.
This time I powered through for the sake of watching the whole series and I'm glad that I did. The boxing match at the end was far superior to the first film and was extremely tense. I felt every punch; it seemed like Rocky got punched in the face at least 200 times. I don't understand how any human could withstand that.
BUUTTT... the phrase "cookie-cutter sequel" doesn't seem to be enough to imply how much this film follows the formula of the first movie. He doesn't even fight someone else? Once again, the whole movie is building towards another fight between Apollo and Rocky. Neither of them have changed all that much, except they're both slightly more determined to win this time. Rocky is still a bumbling dweeb, trying to make his way through life. Apollo is still prideful. There's still a training montage (to my surprise, there were two, one right after the other π interesting directing choice Sly!) Rocky again does his hands in the air by the famous steps, this time surrounded by a myriad of children. Heck, even the same theme music plays when Rocky finally wins this time.
That said, I think once you get through the first half an hour (Rocky and Adrian have an unremarkable shotgun wedding), there's a little bit more meat to be found in this film. Rocky hopes to hang up his boxing gloves, but finds himself unable to get anything more than a low-paying job at a butcher facility, surely a commentary on how difficult it is for working class people to get ahead in the world. The narrative is less meandering, although it does seem to grind to a complete halt, for example when Adrian suddenly slips into a coma after giving birth. This doesn't really add anything to the story and just takes up 15 minutes, before treating us to a visual of an extremely hairy newborn, and Adrian randomly deciding she's cool with Rocky fighting.
There's also some good humour thrown in around the place. Lines like "I feel like a Kentucky Fried Idiot" and "Where was I up to, 7 or 8?" keep the character of Rocky grounded and likeable.
At two hours, it's a bit of a slog, and could easily have been fine tuned. But the first film was flabby also, so I guess there's something about this slow pace that folks enjoy. Overall though, the good moments outweigh the less interesti
