So the story behind this is basically "after doing some on-camera interviews, he gets asked what he thinks is off-camera whether aliens exist."

His answer is that they do and the first thing you find out as President is that they exist, who they are, and that there are lots of them blended in to the population. At the time it wasn't taken seriously because he says to watch the documentary Men In Black to find out more, but he was actually referencing a documentary of that name that had just aired in Russia:

The translation is obviously from somebody with iffy English so I'm hoping somebody here can confirm that it's more or less accurate in what he's conveying.
The Russians have just as much knowledge about the topic as the American government. Remember comments from Dmitry Medvedev from 2015? He is one of its leading politicitians there and has been the Deputy Chairman of the Security Council of Russia since 2020. Here's a video of an interview with the former Russian Prime Minister where he claimed aliens are already with us and that we have some sort of working relationship with them.
The media reported that Medvedev was joking, but in this interview there are no indicators that he is. In the interview he recommends the documentary called Men in Black for more information. Many assumed he was jokingly rereferring to the Hollywood movie Men in Black with Will Smith--but I found an actual Russian documentary with the same name which can be found here:
This documentary is interesting for many reasons, but one of the things that stood out to me is its view on Roswell. According to the documentary, the US made contact with aliens and was given an aircraft and four alien humanoids, and then Roswell happened. Roswell was an orchestrated event by the US with a spy balloon (that spied on Russia) to cover up the fact that the US had already made contact with aliens (referred to as the Tall Whites and their representatives). It even makes mention of a meeting between Dwight D. Eisenhower and these aliens at an Air Force base. In exchange for the aircraft, relationship, and other technology, the aliens asked to experiment on 2% of the population with the stipulation that they'd erase the experience of being experimented on from those they choose to abduct.
There is other information in the documentary, and I haven't even finished watching it. I just wanted to give you guys a heads up ASAP.
