UN Special Rapporteur On Torture Talks Cyberweapons

Most people missed the news from the United Nations Human Rights Council that a new category of torture has been designated by the special rapporteur on torture Dr. Nils Melzer.Dr. Melzer says cybernetic torture (cyber torture) involves the use of information and communications technology AND nano, medical implants, neurotechnological devices (neuroweapons), A.I., pharmaceutical and biomedical science, stun belts, and robots. Dr. Melzer expressed great concern that these technologies could be used by governments against citizens which is exactly what’s happening.

"An alarming development that Melzer contemplates is “cybertorture”. States, corporate actors and organised criminals, he says, “not only have the capacity to conduct cyber-operations inflicting severe suffering on countless individuals, but may well decide to do so for any of the purposes of torture.

“Cybertechnology can also be used to inflict, or contribute to, severe mental suffering while avoiding the conduit of the physical body, most notably through intimidation, harassment, surveillance, public shaming and defamation, as well as appropriation, deletion or manipulation of information.

“Already harassment in comparatively limited environments can expose targeted individuals to extremely elevated and prolonged levels of anxiety, stress, social isolation and depression, and significantly increases the risk of suicide.

“Arguably, therefore, much more systematic, government-sponsored threats and harassment delivered through cybertechnologies not only entail a situation of effective powerlessness, but may well inflict levels of anxiety, stress, shame and guilt amounting to ‘severe mental suffering’ as required for a finding of torture.”

CyberWeapons: Stuxnet

This project has been really hard, and honestly I understand it is not my best work, primarily because I lost interest in it haha but I have a fun and engaging story coming up. Below is the write up. Located in Iran, inside a nuclear facility, buried more than fifty feet below the desert surface thousands of aluminium centrifuges were spinning at supersonic speed enriching uranium. One by one the centrifuges would break and fail at an increasing rate.

Welcome back to Ringed, it’s been a while – sorry for the delay. You probably already know the story, the United States and allies allegedly created Stuxnet in order to stifle secret Iranian attempts to gather enough nuclear material to make a warhead. The goal was to prevent further nuclear proliferation. It was done through damaging the Uranium enrichment plant at Natanz. Now I don’t cover geopolitical events, I cover mostly what can be called internet mysteries – in particular hacking and general cyber security. And I have often found that major documentaries covering Stuxnet don’t accurately describe how the attack actually worked. Instead they focus on the broader picture, and contextualize the event through a political lens. I intend to fill the technical gaps, to better explain what exactly Stuxnet was, how it operated, and provide insight into the actual cyber weapon. This will get very technical – So I hope you enjoy.

-Explanation-

In trying to best explain this, I’m going to use a simple analogy to begin. Like conventional weapons, digital weapons usually come in two parts. The missile, otherwise known as the delivery system, which is responsible for spreading the malware to new machines. And the payload which performs the actual attack, whether it be stealing information or locking users out of machines. So first we’re going to analyse the delivery system.

The delivery system is incredibly interesting, and at the time contained 4 Zero-Day exploits. I have covered Zero-Days in previous videos, but we will go through the concept once again. A Zero-Day is the term given to exploits, or vulnerabilities that are unknown to those which are interested in its mitigation. Some SR4 questions on cyberweapons

So my friends and I have long been fans of the shadowrun setting but lately we've been gearing up for playing a game of SR4, we like the comparative simplicity and relative clarity of SR4 rules and rulebooks as compared to recent editions, we don't mind some of the rules interpretation required to make some things work.

So I am building my streetsam, mostly unarmed combat focused, but I'd like to have the option to use a cyberspur, this is dangerous due to their incredible illegality and how easily they are detected, which is mostly an issue because you can't take the spur out of your arm.

So my idea is to use a projectile spur, which definitely can be removed and replaced. I convinced myself while writing this that my understanding is correct but I'll ask the question anyway. The rules in augmentation say this is a modification to the cyberspur, so you can use a cyberspur modified with projectile cyberspur as normal correct?

Furthermore, is the cost (in nuyen and capacity) for installing a projectile cyberspur listed in augmentation the cost for the modification or the cost for the entire projectile cyberspur system?

Away from cyberspurs what skill group covers attacks with foot anchors? Is it an exotic melee weapon (weird place), a blade weapon (functions as a cyberspur), or an unarmed strike (kick)?

Warning: scaling on cyberweapons is based on when you buy them, and no you can’t rebuy.

I wanted to warn everyone, as this has partially ruined a build for me: do not buy or find cyber arms early, as they scale to the level you get them at. As in, currently, my epic monowire does more damage than my legendary monowire, because I found the legendary monowire on the map, and found the ripperdoc with the epics 20 levels later. The damage difference is huge, and you can’t rebuy cyberarms that you already own.

Again, warning: Do NOT buy the mantis blades, gorilla arms, monowire, or launcher until much later! Basically, buy the blue version, wait until they feel like shit, then buy the purple version, then hold off as long as you can before getting the legendary version, or you’re needing yourself.

Edit to add detail: I’ll items scale on level on pickup. Most items can be upgraded, so it doesn’t matter that much. Quick hacks are unaffected, but cyber ware is.

Edit 2: I found out the problem and need to update the post. DO NOT PICKUP THE LEGENDARY MONOWIRE IN JAPANTOWN. Buying isn’t broken, just picking the one up for free is. It still ruined my character, since you can’t get rid of cyber ware, and it won’t let you buy a duplicate, but that’s all it was. Don’t get the free one.
