Replace the filibuster cloture rule with a "ballot referendum" - if the Senate can't get the 60% vote needed for cloture, the bill becomes a ballot measure in all 50 states. If 60% of the states votes "yes", the bill then gets sent to the House or President.

Perhaps this way, it will force senators to abandon their own personal agendas.

"OK Senator, you want to filibuster this bill? Fine, but now your party will have to fund a campaign to convince voters you were right to filibuster it.

Discussion Thread: Senate votes on cloture for bipartisan infrastructure bill

Tonight, the Senate is expected to hold a procedural vote on cloture for the bipartisan infrastructure bill. The bill contains over $550 billion in spending on infrastructure improvements and is the result of negotiations between the Gang of 20 Senators containing 10 Senators from each party. 60 votes are required to invoke cloture, and legislative leaders believe they will reach that mark after a large number of Republican senators have publicly signaled their support, including Senate minority leader Mitch McConnell. From there, the final bill will undergo further discussion before an eventual vote on its substance is called.

Democrats will separately continue to work on a much larger $3.5 trillion spending bill for infrastructure that is expected to proceed under Reconciliation instructions. This process cannot be filibustered and can be passed by a simple majority vote, but limitations exist on the legislation that can be passed through this mechanism, notably that legislation must only pertain to spending, revenue or the federal debt limit.

Bipartisan infrastructure bill surpasses cloture threshold and enters limited debate. Is this a win for both parties, particularly Biden, who stood by the bipartisan notion and is this also a positive signal for other bipartisan bill such as immigration reform?

Although not signed into law yet, it is a major milestone when it comes to current legislation. Trump, as recently as Monday [July 26, 2021], encouraged the Republican leadership to oppose the bipartisan bill; but this is taking shape to pass and has overcome its biggest hurdle.

Lisa Murkowski (Republican, Alaska), told reporters earlier today: "From a policy perspective, this is something that the country needs." This is also important to demonstrate that Republicans and Democrats can come together over really hard stuff to negotiate in good faith — and to broker an agreement that is not going to work just for Republicans, or for Democrats, it's going to work for the country.

The final deal includes $550 billion in new spending, according to a White House fact sheet, including $110 billion for roads, bridges and major projects and $55 billion to replace lead pipes, which the White House says amounts to the largest federal investment in public transit in U.S. history.

It also includes $11 billion for transportation safety programs, $66 billion for rail, $65 billion to expand broadband access and $73 billion to modernize the power grid. As well as provisions to invest in climate-friendly technologies, including $7.5 billion to build a network of electric vehicle chargers and $2.5 billion for zero-emission buses that will be added to the school bus fleet.

Is this an encouraging sign for the Biden presidency and his experience to bring two sides together notwithstanding some opposition from both sides and a positive signal for other bills such as immigration reform?

"Republicans refuse to vote for Cloture!" *or* "how one line repeated over and over again wins debates."

Pardon my phrasing my subject like something from the old "Rocky and Bullwinkle" cartoon, lol, but I wanted to follow my own advise and make a point simply.

In regard to the upcoming debt ceiling vote I've already heard Republicans attempting to duck out of voting for it so they can (they presume) run on it next year.

Fortunately their childishness has a very simple "off" switch...as soon as the $3.5 Trillion infrastructure package is passed, hold an immediate vote on the CLEAN debt ceiling increase. Clean..no amendments, no triggers..just a simple Bill that raises the debt ceiling to whatever's deemed appropriate.

If Republicans are smart they'll do nothing and let it pass (they can always whine on OAN/Fox later after all, etc.)

If Republicans are stupid enough to tie themselves to the debt ceiling...which is EXACTLY what they'll be doing if they filibuster it...then the President of the United States should go on National Television and tell both the country and the world that this economic calamity will only be averted by Republicans either dropping their filibuster or 10 Republicans crossing over and voting for cloture.

AND USE THE WORD "cloture".

Don't allow Republicans to turn this into a facebook meme fight...use BIG words and make Republicans look like idiots if they don't understand them. Make it clear that a CLEAN debt ceiling increase can be had in a 60 second vote and ONLY Republicans "refusal to vote for cloture" is stopping it.

Again...hammer it home over and over and over..."Republicans refuse to vote for cloture!", "Republicans refuse to vote for cloture"!...people won't have a clue what "cloture" is, but they'll know Republicans are refusing to vote for it and that is what's threatening the country, etc.

I've seen many long-winded posts here and elsewhere about how Republicans win and this folks IS how they win...they turn everything into a single line they can repeat over and over and over and over.

What is the deal with the US Senate cloture vote today (7/21) on the Infrastructure Package?

Democrats claimed there was precedent for this type of procedure, while Republicans say they can't vote on a bill that isn't finished yet, but I can't verify either of those claims. So here are my questions:

  • Why did Schumer put this vote forward, what would be the benefit had it passed?
  • Is there actually precedent for this type of vote, before the bill is finalized?
  • If so, why vote no if people on both sides immediately agreed that the bill will have bipartisan support?
  • Is this the same type of "cloture" vote that would end a fillibuster? If not, why is it called that and what is the difference?

Any REPUBLICAN that votes for cloture on a $1.2 trillion bill that isn't even written need to find another party to join! You can't let Democrats overcome cloture and trust they won't add more spending that then can pass with a simple 50-50 with Harris breaking the tie!

This is stupider than Pelosi saying "you have to pass the bill to find out what's in it!" It's more like "Screw me twice, shame on me!"

After the last 6 years, any Republican stupid enough to trust anything any Democrat says needs to be primaried and replaced! Ignorance and naivete about how corrupt these lying and cheating Democrats are is why we are where we are now!

Is cloture necessary/how can cloture be avoided?

It is my understanding that most legislation in US history has been passed without a cloture vote, and that in fact since 2000 the frequency of cloture has risen by leaps and bounds, whereas previously it was a seldom used part of the process.

Cloture, and it's requirement of a 2/3rds vote, is how a party that controls neither chamber of congress or the presidency can still refuse to let any legislation pass. This is the "filibuster".

However, if the vast majority of legislation in our nation's history, even fiercely contested legislation, never saw a cloture vote, then clearly there must be ways to avoid/go around cloture.

How can that be done, or to phrase this another way, why can that seemingly not be done now when it was clearly done so often in the past?

Senate Votes For Cloture on Defense Spending Veto Override

I wanted to follow-up since I posted the House Republican Yea Votes for Stimulus. Of note here, Senator Chuck Schumer argued for a vote on $2000 checks but voted yes with Senator McConnell on only voting for Defense bill and Cloture.

38 Democrat Senators voted Yes for Cloture to prevent Senator Sanders, Senator Markey(Boston Accent required) or others to filibuster the veto Override. The totals were the same as 12/31 vote to only vote on Defense Spending Veto Override but a few votes were different.

Why is having a a simple majority in the Senate significant for legislative purposes ? Don't you need 2/3 majority to invoke cloture?

People are focusing a lot on the GA Senate races. I know for judicial appointments you only need a simple majority for confirmation. I also know that you only need a simple majority to pass legislative bills in the Senate.

However, isn't a simple majority not enough for passing bills? The opposition party could filibuster and then you'd have to get 60 senators to invoke cloture. I thought this is what differentiated the Senate from the House in that it forced bipartisan compromise.

So why is everyone assuming that if Biden wins both GA Senate seats (plus Harris's tiebreaking vote), he'll be able to pass any legislation he wants?

Edit: I am not asking about the possibility of blocking legislation by the majority leader, eliminating the filibuster, appointments, or anything else.

I am only asking that after a legislative bill is brought to the floor, assuming a filibuster is still in the Senate rules, simply due to the threat of a possible filibuster, doesn't that mean that all legislation essentially requires 60 votes to account for any possible filibuster? In that case, regardless of who wins the GA Senate races, all bills will require bipartisan compromise to get to 60 votes, no?

Dois-je payer des impots/charges sociales sur ma cloture de PEA ?

Bonjour tout le monde,

Je suis dans un cas un peu particulier ou:

- je possède un PEA de moins de 5 ans que je vais cloturer avec des plus values.
- Je suis résident fiscal Luxembourgeois depuis quelques années.

J'ai deux questions concernant cet événement:

1 - Est-ce que je vais devoir payer des impots ou charges sociales.

2 - Si oui, est-ce que le payement des impots/charges sociles se fait automatiquement par ma banque ou je dois envoyer un virement à un centre des impots (je n'ai jamais encore payé d'impots en France de ma vie, et je ne fais plus de déclaration comme je suis à l'étranger).

3 - Est-ce que je dois informer ma banque que je ne suis pas résident fiscale français avant de faire cette cloture ?

Partez du principe que je ne connais pas grand chose, je suis jeune et n'est pas beaucoup d'expérience avec ces histoires d'impots.

Bonjour,

Mardi 9/06 je me rends dans mon agence pour fermer mon compte. Je donne en mains propres la lettre (sans formulation ambigue) et je précise que je souhaite accéder à la mobilité bancaire et que ma nouvelle banque fera les demarches. Je rends aussi ma carte qui est coupée sous mes yeux.

Une semaine plus tard, mardi 16/6 j'appelle mon ancienne banque pour savoir où ils en sont: "oui oui on a lancé la procédure d'habitude le virement prend 2 semaines, ça peut prendre plus à cause du coronavirus".

Ok je patiente, aujourd'hui cela va faire 3 semaines et mon compte n'a toujours pas été cloturé.

Je me connecte à mon espace client et découvre un message de mon conseiller datant du 15/6 qui me dit que le solde tout compte sera viré au maximum le 10/09/2020.

Est-ce légal? Que faire pour récupérer mon argent au plus vite?
