The "all blue" that Sanji is looking for is actually the One Piece "earth" when viewed from the moon.
This is just a random thought I got after watching Mr. Morj's video on the theory that Laugh Tale is actually on the moon (link below.) But if that theory turns out true, wouldn't it be beautiful if Sanji looks at the earth when they arrive at Laugh Tale and after being stunned by the beauty of it, he says something like "I've finally found all blue!" with tears in his eyes.
This would be the same kind of feeling that the first people that landed on the moon had when they looked at Earth after their first steps and described the Earth as a "pale blue dot". Since One Piece generally takes inspiration from the real world and makes everything seem a lot more fantastical and romantic, wouldn't the fantastical version of "pale blue dot" be a vibrant blue and beautiful planet?
