The Ultimate Nullifier is a device of utterly stupefying power, and the only known weapon in the universe that Galactus genuinely fears. As such, it is generally kept locked and hidden inside his massive warship, Taa II.
The device itself is a hand-held metallic object with no apparent user interface or functionality, but is described as "the universe's most devastating weapon."
The Ultimate Nullifier is a mini-particle accelerator that functions similarly to the theorized "Thunderbolt" gun -- using a combination of matter, strange matter, exotic matter, and antimatter reactions it creates a beam of gravitational singularities - micro black holes - in a strong light-like nonscalar curvature singularity wave that literally destroys space-time with a beam that travels at the speed of light. When it impacts a target, the wave spaghettifies the target; sheering apart the strong nuclear forces that hold the target's atoms together, resulting in a localized fusion reaction in light atoms and a fission reaction in heavy atoms.
It literally un-makes reality as we understand it. At full power, it could conceivably reach out to the cosmic horizon, 30 billion lightyears away. The size of the wavefront would be limited, but whether that means it would consume entire galaxies or 'only' be capable of obliterating every solar system it reached is a matter of debate.
The origins of the Nullifier is unknown, and how such a weapon could be constructed or why is a mystery. The only known limitations of the device are, apparently, built-in safety functions, such as a requirement for the user to demonstrate adequate intelligence and willpower to wield it properly. These features are likely a precaution, as it is quite possibly the deadliest weapon in existence.

My argument is that Superman thinks faster than Fate and would be able to snap him away faster than Fate could do any sort of insta kill, or just instantaneously freeze time with the Time Stone.
His argument is that you need to think to use the Time Stone and that Fate's own time manipulation nullifies the the Time Stone so Fate would win.

I've heard the UN is powerful enough to destroy entire timelines. Presumeably this applies to personal timelines as well. So is it powerful enough to keep the IG from forcing someone back into existence?

Now, I'm sure we've all seen this^[1(NonCanonical)] batted around. It implies that this^[1] event is a demonstration of the Ultimate Nullifier destroying the multiverse and has been used a feat for the Nullifier being multiversal. However, it isn't reliable.
For a start, in the actual feat, the Ultimate Nullifier appears to destroy the Eternity of Earth-616, who was almost universally (heh) referred to as universal until Secret Wars saw him become the Eternity of the 8th cosmos. He was, in one story, referred to as a multiversal power^[1] by an in-universe source, Dormammu and Umar, who knew little enough of the cosmic hierarchy that they thought he might be the strongest being in the multiverse. Dormammu was also inconsistent^[1] regarding whether he was dealing with a multiversal or universal power.
Furthermore, the Ultimate Nullifier is generally portrayed as being universal^[1] ^[2] ^[3(AlternateUniverse)] ^[4] ^[5(AlternateUniverse)] at best (Nova called it a destroyer of galaxies one time but what does he know?). It seems likely that the writer of the handbook took this^[1] statement by Reed from the Abraxas arc to mean that the Ultimate Nullifier could and did destroy the multiverse, although it could be taken to mean that it is able to destroy the realities of the multiverse one-by-one, or in generalβindinvidually.
Finally, other ancillary books also claim that the Ultimate Nullifier only destroyed the universe. The entire point of the Ultimate Nullifier is "this is a gun that you can use to scare Galactus away". For it to be revealed that it effectively can't be used for that is moronic. It's like if Superman revealed that he can take kryptonite away from you and use it to power himself.
