A lot about the statements regarding Athur Maxson claim that he shifted the Brotherhood on the east coast to be more like the current iteration of the Western chapters, but this makes no sense with what we actually see in-game. Danse rewards the player (a civilian at the time) with an energy weapon (something that would never happen with the Western chapters), Maxson has Scribes engaging in scientific innovations (something that Veronica says the Western chapters aren't going at the present time), Maxson allows outsiders to join like Lyons did (as Ingram mentions a group of wastelander recruits joining prior to the protagonist), and Maxson is giving speeches about protecting the people of the wasteland (which the Outcasts and the Western Elders would never do).
We read the Prydwen terminal entries about how trade is going on with traders (I'm not touching on Teagan's unsanctioned op), and we see this continued with a victory against the Institute where we see soldiers and scribes making (as the residents of Diamond City say) "large purchases". If Maxson was more like the Western chapters, then why are his people making purchases instead of seizing what they want from the civilians of this settlement?
Although the Outcasts returned to the fold, we see that Maxson allocates soldiers to fight raiders, Gunners, Super Mutants, and ferals. He's going out of his way to focus some of his people on dealing with threats, not simply focusing on the retrieval of technology (something that isn't in line with what we see from the modern Western Brotherhood in New Vegas or the conduct of the Outcasts who we see in Fallout 3).
Danse even says that killing ghouls is murder and is prohibited, speaks about how killing civilians isn't sanctioned even if they have tech on them, and random Brotherhood soldiers at the airport will speak to each other about being concerned about the potential for collateral damage because of Gen 3 synths. None of this is in line with the mentality of the current Western chapters.
Recruit Scara instead of Li, and Maxson doesn't even prohibit her from continuing to see her significant other, Duff, despite the stance that the Western Brotherhood took when it comes to same sex relationships. This is the person who people think changed the Brotherhood on the east coast to be like their Western counterparts? I don't see how.

Allonger la scolarité réduit la criminalité
L'étude de Brian Bell, Rui Costa et Stephen Machin (London School of Economics) porte sur des données américaines et australiennes. Elle utilise les données du FBI pour la criminalité américaine et un fichier équivalent, mais plus précis, pour l'état de Queensland en Australie. Ces données sont mises en relation avec les lois sur la scolarité obligatoire dans les deux pays. Aux Etats-Unis une série de lois ont étendu la scolarité obligatoire entre 15 et 17 ans avec une exception intéressante : en 1985 le Texas a réduit la durée de la scolarité d'un an. En 2006 le Queensland a fait passer l'obligation scolaire de 15 à 17 ans.
Pour les auteurs, il est clair que tout allongement de la scolarité réduit la criminalité. Dans le cas des Etats-Unis on assiste à une réduction moyenne de 6% du taux de criminalité des jeunes. Le cas du Texas permet de confirmer l'effet : en réduisant la scolarité le Texas a fait augmenter la criminalité. Cela joue d'ailleurs sur les types de délit. L'effet le plus fort est sur le trafic de stupéfiant. Plus intéressant : cet effet ne concerne pas que les jeunes. Allonger la scolarité semble avoir un effet durable sur la criminalité dans son ensemble.
Un effet d'incapacité
Quels mécanismes expliquent ce recul de la criminalité ? Les auteurs observent d'abord que les jeunes qui sont à l'école ne sont pas dans la rue avec le risque de commettre des délits. L'école a un effet d'incapacité. En réduisant le taux de sortie du lycée de 27 à 6% entre les années 1980 et 2015 aux Etats-Unis, l'effet est sensible.
Un effet durable
Mais comment expliquer que l'effet soit durable ? Les trois chercheurs n'ont pas constaté d'effet important de l'allongement de la scolarité sur le taux de diplomation. S'il est vrai que terminer avec un diplôme ses études secondaires a un effet positif sur l'emploi et le salaire, les allongements consentis n'ont pas significativement changé les choses sur ce point.
