Iβve gotten this 3 times why qualifying at Spa. What am I doing wrong?

Hi all. Just a quick question because Iβm genuinely curious to know the answer.
We drive from the UK to Germany (and back) every year to visit family. Well, except for the last 2 years due to Covid-19.
By now we know what to expect from British, French, Belgian, Dutch and German drivers.
Anyway, on our trip at Christmas 2021 we noticed that in the last 2 years the speed limit on Dutch motorways was reduced to 100 kph. However, it looks as if the majority is not sticking to it and (without wanting to cause any offence to anyone on here) the general standard of driving has worsened (undertaking, tailgating, no indicating, cutting across lanes to take exit).
Does the police not enforce the new speed limit? Are there too many people breaking the law so the police can no longer catch up with them?
Again, Iβm just interested to hear about possible reasons for this. We have always enjoyed travelling through and visiting the Netherlands but the motorways have turned somewhat into a war zone.

This isn't for a superhero world, this is for normal life
Today I received an email from the heads of the hospital and theyβre saying that theyβre enforcing positive employees to work if theyβre asymptomatic and working an isolation unit. How does this make sense to anyone? How does the state allow this to happen in their own psychiatric hospital?
Please, for the love of God, look at the road signs which clearly indicate it's a 30 kph construction speed zone for the entire length of Cambie Bridge. It doesn't matter if construction is active or not. If the reduced speed limit signs are up, they apply. I'm currently teaching my younger cousin how to drive and he's constantly getting tailgated, honked at and flashed for obeying the construction zone speed limit. Have some empathy for learning drivers. You were once there, too.
This is vastly faster than any space vehicle I've heard of so how did this acceleration happen?
