I've filled every requirement listed, but I can't seem to get the option.

But in my Viric Jungle there is no Viscountess (
Is she permanently out - she is a Mayor now for God's sake! - or I'm missing some qualities to see the storylet?
Viscountess Dahldorf (Gloria) is the mother of the PoS Knight Shikikoza who cut Myne with his knife. Viscount Dahldorf and his wife are forced to sign a magical contract not to contact or try to harm Myne.
Almost immediately, Gloria starts trying to harm Myne, and Sylvester and Ferdinand both know this. In P1, Benno explains a bit about magical contracts to Myne and used an example of him not paying her, and her not speaking up about it, as a way for him to get around the contract to teach her a lesson.
In early P4, >!Gloria tries to approach Rozemyne in public to talk to her, but is blocked by Wilfried and Charlotte. In late P4, Gloria successfully steals the bible, key, leaves poison behind on the fake bible, and kidnaps 4 grey priests.!<
>!How are none of these violations? Especially the poison attempt? Does Sylvester need to verbally say, 'this is a violation?' In that very same part of the story, a commoner tries to talk about who hired him to drive the wagon, but the magical contract he signed killed him in a flash of flame. When Gloria ultimately kills herself with some head exploding suicide, that was very clearly not the magical contract activating. How did she get away with all this?!<
