While the set of the Constitution without the federation would not require a referendum (and is passed by the pairlament), the decision was made to make a non-binding referendum on federation first, and then vote on the Constitution itself, with or without the federative clause.
This is made as a decision both to reestablish Zelensky rule amidst crisis, end tensions in Eastern Ukraine, and make use or post-victory euphoria.
