Rules:
An election for the new leader must be held at the one year mark.
Citizens have to feel safe enough to vote for people other than Kim. If Kim recieves above 90% of the vote, he loses the challenge. If no opponent reaches 10% of the vote, he loses. Voter turnout must be at least 40%.
The government cannot force citizens to vote or not vote, nor force them to vote for a specific person. The government cannot retaliate against citizens for their vote, or alter the results of the vote in any way.
Kim loses if the winner of the election converts the country back into a dictatorship.
Round 2: Kim must also establish a legislative body of at least 50 members, all of whom are to be elected under the same conditions as above. The legislators must feel safe when voting against the leader's wishes. No retaliation can be made by the leader against a legislator for voting against the leader.

In the Recent Article in the Environmental Science and Policy Journal scientists have assessed the progress of East Asian countries towards carbon reduction goals since 2010.
What I found interesting is that South Korea has shown worst progress in slowing down not only carbon emissions, but also in reducing coal use and cement production as well. Even in the best scenario, we expect +11% growth of carbon emissions in South Korea by 2030 comparing to 2010. This contradicts Paris Agreement pledge of South Korea to reduce carbon emissions on -20% by 2030 comparing to 2010 year.
I think this low progress is caused by regional role of South Korea being grasped between stronger emitters (China and Japan). Still, South Korea takes one of the leading places in carbon emissions worldwide (7th place if I remember correctly) and lack of progress in carbon reduction at that point looks alarming...
Hello! Im in the human rights commitee for the upcoming FloMUN and im representing south korea. The topics are the censorship on the internet in totalitarian countries and stopping the sexual abuse on the work environment. Im more concerned over the former due to north korea. Has somebody already represented RK? How can i better represent it?
