To comply with the 2018 Right-to-Repair regulations, all auto manufactures from 2018 onwards will have to provide a way for independent shops to diagnose and program all modules on the vehicle! Anyone with a J2534 pass through device will be able to license and use the same diagnostic software that the dealers use.
In 2004, the J2534 modules flashing laws were put in place for emissions equipment. An independent shop could replace and flash your engine control module, but you had to go to the dealer if your body control module or airbag control module needed replaced. In 2018, that all changes. If your HVAC module stops working, you can take your car anywhere and they would be able to diagnose and repair it. They wouldn't tell you that they are unable to diagnose the issue and to go to the dealer.
Some manufacturers have already allowed licensing of dealer software, such as Toyota and General Motors. You have been able to license GM dealer diagnostic software since 2004. Toyota started in 2006. In 2018, it will be every single manufacturer who sells cars in the USA.
