The bonus for Mexico City reads: "Regional effects from your Industrial Zone and Entertainment Complex districts reach 3 tiles farther." Bread and Circuses exerts Loyalty to neighboring cities up to 9 tiles (but gets less effective by distance).
My question is this: Do they stack? If I'm suzerain of Mexico City and I perform Bread and Circuses within a city, would that bonus extend to a city 12 tiles away?
I'm guessing "no", but I'm not 100%. Anybody know?
