This presumes that Palpatine permanently died over Endor, and the status of the Deep Core fleets are left ambiguous. As I understand it, Palp's return was disastrous for the longevity of these quasi-states as they squandered much of their remaining military assets first upon the NR, then themselves, and finally being pulled along for the ride with Palaptine's wunderwaffe. Kaine probably had the most to lose, given his realm's previous isolation and the considerable economic capital the PA held (the Jaemus and Yaga Minor shipyards, Muunilist, etc) - not to mention the huge fleets he brought with him there after Endor. I like to imagine that sans Palpatine's return, he would have become more interested in peace with the New Republic insofar as to plug his economic weight back into the wider galactic market.
The Republic for their part would want to impose some terms of their own I'm sure. Abolishment of slavery as an institution is an obvious and reasonable demand. But I'm curious if they would have considered peace offers given how, generally, the momentum of the GCW remained on their side. Or they may also just wait for some of these warlord fiefdoms to collapse, given their inherent illegitimacy and lack of soft power.
I think it would be a very interesting "what if" given how ideologically opposed the NR was to them, even in spite of any fatigue from years of war. Likewise would Imperial hardliners just sit around and let it happen?
