My translation of Tatul Hakobyan's article for Aniarc. At Key West, we came quite close to a deal, until senior Azerbaijani officials pressured Aliyev and the deal broke down. Article explained a lot about the deal's terms that I didn't even know.
In April 2001 in Key West, Florida, and in the 1999-2000 negotiations, 2nd president Robert Kocharyan did not negotiate the transfer of Meghri region to Azerbaijan in exchange for the annexation of Artsakh to Armenia through the Lachin corridor, as some claim today and many believe.
The option of exchanging territories, or the Meghri plan, was discussed, but Kocharyan rejected it because Armenia could not completely lose its border with Iran. And the version developed in Key West, which acquired the appearance of a document, and was presented as an informal proposal to the parties to the conflict, sought to solve the conflict by creating corridors.
If we present the version of Key West in a very brief and understandable language, we will have the following picture. Artsakh is annexed to the Republic of Armenia with a 20-kilometer-wide Lachin corridor and Nakhichevan is connected to Azerbaijan by an 8-meter-wide sovereign passage along the Araks coast in the Meghri section. Armenian forces are withdrawing from all 7 regions outside the former Nagorno-Karabakh Autonomous Oblast, except for the 20-kilometer corridor.
Now details about the three corridorsβLachin, Meghri and Shushi, which are completely different in their width and status.
The 20-kilometer-wide corridor connecting Artsakh to the Republic of Armenia was becoming Armenian territory, though Baku resisted. That 20-kilometer-wide area was converted into square meters; the same amount of territory was given to Azerbaijan from the former Nagorno-Karabakh Autonomous Oblast. This is a very important detail that has hardly been written about. Yes, the Armenian side, in addition to the 7 regions, has also considered giving territory to Azerbaijan from the outskirts of the Nagorno-Karabakh Republic, only if the Lachin corridor is Armenian land and is controlled by the Armenian authorities.
