In April 2001 in Key West, Florida, and in the 1999-2000 negotiations, 2nd president Robert Kocharyan did not negotiate the transfer of Meghri region to Azerbaijan in exchange for the annexation of Artsakh to Armenia through the Lachin corridor, as some claim today and many believe.
