How people outside of the USA are opening freight brokerage companies based in US?

So, I live in a small town located in a third world country, and there are now 5 (or even more) freight brokerage auto shipping companies in my city alone. They mostly employ college and high school students who major in English, and exploiting them to the limit. Although according to laws one needs to be the citizen of USA in order to obtain a freight brokerage license and open a company in there, none of the owners have US citizenship. So, How is this allowed to happen? Why there aren't any regulations to prevent this?
