America has been a steadfast ally for the people of Vietnam since our independence; on one side, helping us throw off the malicious communist plague and Chinese imperialists, and on the other, contributing a spectacular amount of funds to our reconstruction, rectifying their unfortunate, yet ultimately necessary, bombing campaign in the North, leading to our rapid and successful reconstruction. Vietnam wishes to express its desire to expand on this relationship further - already, we have joined the SEATO organisation, and we intend to, over the next few years, pressure our friends in Cambodia and Malaya to similarly join the organisation of mutual defence.

 

First, the Vietnamese government wishes to express its desire to open two further consulates in the United States; one in Los Angeles, and one in New Orleans, along with upgrading the number of diplomatic staff in the D.C embassy. We also invite the United States to establish two consulate in Vietnam, specifically located in Hanoi and Da Nang, the former focused on cultural cooperation, and the latter on economic cooperation. We also invite the President for a 4-day formal state visit in 1967, and the Senate Foreign Relations committee for a similar trip, around 12-days in length this time, in 1970.

 

Perhaps the most important point of discussion concerns the amount of subsidies allocated to us from America. As the President and his government are no doubt aware, Vietnam is still a fragile state as it reconciles and reconstructs, and also faces significant threats to the north - in China - and now also the South, with an expansionist Indonesia threatening all SEATO members in the South China Sea. Thus, we wish to formalise the economic aid we receive from America, and request a grant figure of roughly $1.2bn annually (M: much less than that received by South Korea IRL) for a minimum period of 5 years to aid in our development into a fully fledged, powerful American ally, who can stand up to aggressive neighbours and express American interests in South East Asia. Moreover, we request $170mn a year in military aid, with it being spent on equipment detailed below, to modernise the ARVN into a fully fledged fighting force within the SEATO alliance. As the war effort prolonged, our access to manpower and heavy equipment has been vastly improved. To strengthen our forces against the communist traitors, the 3rd Emergency Reorganization of our military has been authorized.

Army Reorganization

As of January 1954, our main fighting forces consist of the: 1st Infantry Division, 2nd Infantry Division, 3rd Infantry Division, and 4th Light Infantry Division. Meanwhile, special forces consist of the: Gendarmerie's 1st Special Task Force and 101st Airborne Regiment. In total, there are currently roughly 90,000 soldiers in our Army.

As part of the Emergency Reorganization, the 4th Light Infantry Division will be bolstered with two infantry regiments, one reconnaissance battalion (specializing in reconnaissance and military intelligence), and one artillery regiment (will be employing the lighter M101 105mm howitzer), the 4th Light Infantry Division will also begin using the M2 Carbine as their main rifle, as it fits their mission better. The Reorganization would also see the introduction of "brigade" units into our Army. With the formation of the 1st Armoured Brigade and 2nd Armoured Brigade. These two brigades will be heavily armored, consisting of tanks and supported by mechanized infantry. Existing armored regiments within our divisions would also be reinforced with more tanks rather than armored cars, for better firepower and protection. They will be deployed to the frontline as soon as possible.

A regiment specializing in amphibious invasion will also be recruited. The 1st Marine Regiment will be based in Saigon. They will be trained by American advisors, and specifically Marine Raiders.

The recently-purchased 40 mm Automatic Gun M1s will be deployed to various airbases and naval bases of our nation for air-defense purposes, they will be manned by Army personnel.

This will bring our total active forces to around 117,500-strong.

Air Force Reorganization

The 1st Transport Squadron will receive an additional 24 C-47 Skytrain to become the 1st Transport Wing. The 1st Trainer & Recon Squadron will become the 1st Trainer & Recon Wing with the addition of 24 AT-6 Texan. In addition, the 1st Combat Wing will be formed in Saigon, consisting of 24 B-26 Invader and 24 Grumman F8F Bearcat, they will be trained by American pilots and fly long hours before being allowed to engage in frontline duties.

With the reelection of Prime Minister Ishikawa Rei alongside the supermajority LDP National Diet - the Japanese Ground Self Defense Forces will finally be able to revolutionize into the ideal fighting force for Japan. To that extent, Lt. General Kiichiro Araki has been appointed as the current "Chief of Reforms Staff" in order to take the lead in said reforms.

While not as detailed as the New Kantai Kessen Theory of Maritime Power, the general doctrine which will guide the JGSDF is nevertheless highly present acting in harmony with the JMSDF and JASDF. However as said doctrine as outlined in the DOJ2025 white paper is continually implemented - we come up with the need to make some alterations both on personnel and equipment.

However as a reference, key selections from the JGSDF Doctrine have been listed below -

  • Experience: Combat Experience remains the most valuable asset that any unit can have. The JSDF has at large determined that ensuring all major units experience live-combat is perhaps the number one priority to remove the "first combat paralysis" seen by the 4th Division. To that extent and on a temporary basis only - the JGSDF has been approved for "policing work" in high threat environments, while other solutions including live-simulated combat are explored.
  • Deployment Mobility: The JSDF will be aiming to ensure that a Division sized element can be transferred from one Administrative Zone to another within a 48 hour period. This means that each Administrative Zone must maintain atleast one division that can achieve this. Further, 24 hour periods, 12 hour periods, and 1 hour periods have also been established for various smaller units and sub-units. This will be achieved through the procurement of new vessels and v

In the years leading up to the Pacific, China's amphibious assault on the Philipines seemed inevitable. Our worst fears are realized as the Chinese Armada bears south into the South China Sea. #Defending Californian Airspace All that stands between the Philipines and the Chinese Aerial Hordes are 96 F-15EX (Why???), 6 Iron Dome MK2, 32 S-400s, 4 Sky Sabre, 2 Type 03 ChΕ«-SAM, and 18 SPYDER-ER. With the bulk of the F-15EX fleet already in the air, the remaining 48 will be scrambled upon detection of the incoming Chinese Force by the myriad of Air Defense Radars. Filipino Air Defenses are centered around turning Luzon into a fortress; the bulk of the Iron Dome Mk2 force are concentrated around Luzon to defend airfields and cities. The Remaining 2 Iron Dome Mk2 are deployed to protect Visayas and Mindanao Airfields. The 4 S-400 Battalions are also deployed on Luzon and the 4 Sky Sabre SAMs, 2 Type 03 ChΕ«-SAM. The F-15EXs will begin operations under dense SAM Coverage and not operate outside it as they defend Filipino Airspace. Due to the Airfields on Luzon being clustered into a relatively small area, Air Defences will easily defend a smaller battlespace while still being dispersed. Luzon will be a fortress at the very least long enough for reinforcements from Guam to arrive. Therefore, 72 F-15EXs will operate around Luzon, while the remaining 24 protect Visayas and Mindanao. The F-15EXs will intercept incoming Chinese Aircraft and provide limited CAS Support. T-50 Golden Eagles, EMB 314 Super Tucano, and OV-10 Broncos will provide dedicated Close Air support. Simultaneously 84 F-40s will be sent from Guam refueling from Tankers to reinforce the airzone along with AWAC Support. #Operation Liberation

General Staff has ordered a general push into the insurgent-controlled zones in TΓ’y Ninh and North Phnom Penh.

The attack will be carried out in 4 sections. Since we will be moving into rural hills and farmland terrain, with small towns in between, the chosen formation will be that of a central armored column in the middle, paired with tracked APCs moving through the rice fields to the flanks. The armored columns will move through the main roads, clearing towns and villages on the way, while deploying infantry to clear out peripheral villages. The main road column will act as a main tree, with branches extended from it to sweep through every settlements on the way. Since the towns are mostly situated on these main roads anyway, we will open with high-speed armored assaults straight down the main roads, with APCs flanking the armored columns to the flanks through the rough terrains and helicopter support to cover the main assault (the big arrows). All sections are to carry out this tactics until they reach their designated objectives, at which point we will already have troops in every section of the main roads throughout enemy territory. From here leg infantry will branch out with the tracked APCs and helicopters to begin sweeping the countryside inch-by-inch, maintaining a safe periphery around the main roads for the movement of supply and concentration of firepower.

Section 1 will be composed of Thai and Cambodian troops, moving in from the east down Highway 8. There thrust will be straight down this freeway to Kamchay Mear, where they will meet up with Section 3B. Section 1 is expected to reach Kamchay Mear within 6 hours, delegating a fraction of the troops to contest territory whenever met with resistance while the rest move on under helicopter cover. Upon covering the entire Highway 8 to Kamchay Mear, they will split out and begin extending a perimeter from the highway extending as far out as 20km, which will clear the Mekong river bank region and reach as far north as Phum Cha.
