I am looking for anything that may help me research this further. A laboratory employs a specimen collector to collect urine samples from patients. The laboratory is based in Texas. The specimen collector is located in Arizona. The laboratory has a fair-market-value lease arrangement with the physician's office. The laboratory only processes specimens for commercial payors (no Medicare or Medicaid). If the laboratory also collects Medicare and Medicaid specimens to deliver to its partner laboratory that does process Medicare and Medicaid patient specimens, is there any reason this would not be acceptable under Arizona state law? To clarify, let's assume that no federal statutes are in question. I am trying to figure out how to narrow this down for Arizona, and eventually for multiple states.
