They have the POTUS listed as 1st several times. I would argue that no POTUS has ever been the most powerful person in the world except for the brief period in the 90s post-Soviet Union and before the rise of China.
The reason? Despite being the global hegemon, the US is a democracy. The POTUS simply doesn't have that much power to affect change in the world. He is limited by the US constitution.
Let's look at Trump. He is currently being investigated for quid pro quo with Ukraine. It may end his presidency. Xi Jinping and Vladimir Putin engage in quid pro quo with other countries so much on a regular basis that they probably don't even know that it's illegal in some places. It's just basic negotiation and diplomacy to them.
How about Trump's travel ban? It's been stuck in the appeals system ever since one of the roughly 900 federal judges ruled it unconstitutional. How many people in Russia and China can say no to Putin or Xi?
Let's say we assign the US a score of 100 in terms of world power. Let's say we then give China 50 and Russia 30.
What percent of that 100 can be harnessed by the POTUS individually? 1%?
What percent of that 50 can be harnessed by Xi? 10%?
