Classified advertising website keyword density dilemma

Hello

I am building a new website in a format of short classified advertising. All of the adverts are simple text, up to 200 characters in length. Basically its SMS advertising.

We have defined ~2200 categories and ~180 city/town pages. Thats a lot and we are starting from scratch. We have ~700 adverts on the site, many of these adverts are manually published, because we need content at the begining of our web existance.

We plan to attract visitors from Google. But I have some dilemmas. Firstly, as there is no content on category pages at this moment, I guess Google seas it as a thin content. I am using Ahrefs keywords explorer and I can find all of the relevant searches for every category. But...

  1. If I try to write good intro text (up to 150 or 180 words) for these empty categories and if I format all of the headings, meta title, other SEO elements, is that a good practice or not?
  2. How many keywords per category should I use throughout the intro text of the categories and other SEO elements? I am asking this, because there is no content, no adverts or anything else on our website now.

So, basically this is a question about keyword density on some thin content website.

What can be classified as false advertising in movies ?

I remember hearing that Paranormal Activity had scènes that were shot only to go shown on the trailers but not in the actual movie. How far can you go with that technique ? For exemple, what if I want to hide a character death by shooting scenes that should be happening in the movie with the dead character but only show them in the trailer and kill the character within the first minutes ?
