Hello dear Maltese

Whenever I go walk around Valletta and leave the main shopping streets I feel like over 50% of the houses in there are abandoned? Am I wrong or what’s with all these houses without windows or any other signs of life?

I hear that the Maltese housing market is hot (or overheating) like crazy buz at the same time there seem to be countless empty/abandoned flats right in the otherwise quite pretty capital?
