i've read all the guides, yet i believe my mod is bugged.
no matter how much land i remove from hungary, they always go status quo! i cant form the USGA without them getting mad, but they don't get mad at all.
I see a lot of people using apps to track GIR and putts, and some use them for yardage (I won't, I use a laser) but I'm wondering if there's one that I can take from course to course that will suffice to register me a useable USGA handicap.
Since I left my club I haven't kept any kind of track of it and I'm sure it lapsed after a few years, or it's inappropriately low.
Any suggestions for best app for game improvement AND a USGA handicap?

because this just happened and i assume my game is broken. i could just type `annex xxx` but i wont get the army or cores.
I am hosting a matchplay event and trying to decide if we should use USGA rules (lowest handicapper plays to scratch, everyone else subtracts that handicap from their own), or Modified Rules (everyone plays to their own handicap).
Does anyone know if either way benefits high handicappers, or low handicappers more? Is it a wash?
Our handicaps are 12, 21, 40, 48 for reference.

Let the greens and fairways burn out, water the rough but don't cut it all week, put pins in questionable locations. All the players will complain that it is "unfair" and it might be unfair but everyone is playing the same course. I wish the USGA made them suffer for one week a year just so even par was good enough to win.
