I have especially enjoyed the recent Alan Grayson love-fest because I happen to be both a Reddit enthusiast and a full-time intern for a House committee on which Mr. Grayson sits. Last week, during a long full-committee markup, the Chairman adjourned for lunch/votes so I grabbed a sandwich and returned to my desk. My delicious BLT unwrapped, I had just begun clicking through a fresh day's Reddit headlines when I heard a voice from just behind me say: "Excuse me, son. Would you mind if I hopped on your computer for just a minute?"
Now, I've only been on the Hill for a few months, but the politician-as-celebrity awe fades rather quickly as you see and interact with various Members on a daily basis. Still, I admit to being rather dumbstruck as I turned from my mindless lunchtime Redditing to see Alan Grayson standing there hoping to use my machine. As I closed my browser window, I'm sure he could have seen a headline or three praising his testicular fortitude. I hopped up and stammered something to the effect of: "Um, absolutely, sir. Please, take it. Take your time." You know, just in case he needed reassurance that I wouldn't return in two minutes saying "Listen, dude. Time's up. You happen to be keeping me from an especially scintillating pun-thread. So scram, would ya?" Yes, I left him at my intern desk and brought my delicious sandwich outside to ponder whether I'd share this nugget of randomness with Reddit. And now I have.
EDIT: I can try answering some questions if you're interested in the experiences of a committee intern on the Hill. Needless to say, my responsibilities are not terribly weighty, but I love being in the thick of things and am hoping to land a permanent position in the near future.

Just wondering if you guys got the 3x scintillant reward for watching the stream yesterday (shows as claimed in my twitch inventory). I have always got the drops in the drops 2.0 system but I didn't get an inbox message for the scintillant.
Curious if anyone had the same thing happen.

Wanna see how much fun they have going through the same bounties over and over again. I'm at 15+ runs with 0 drops, also haven't found 1 scintillant in a vault run yet. Much fun, such grind.

This is a GUIDE about getting scintillant:
Step 1: Start the Isolation vault bounty
Step 2: Progress until the stage 3
Step 3: Kill Necromech
Step 4: You will be able to find scintillant flying around in the room. Melee it and you will get it.
Step 5: Grofit???

Soon, the Description of the item will be Updated to state something like: 'These scarce, hovering relics of the Orokin era can still be found monitoring the isolation vaults deep beneath the surface of Deimos.'. We will go over this on Prime Time from Home, aka, Home Time, tomorrow too!
I haven't found a single one personally but I guess you should be able to find them in the vaults...
1.) Set the game to Solo (Important)
2.) Start a Vault bounty from Mother
3.) Proceed, until you enter the Vault, and kill the Necramech
4.) Go around the Vault slowly until you find 1 Scintillant (Listen for the buzzing noise). Being the Host of a Solo game, there is a guaranteed spawn chance. Remember where it is (Important!!!) - Finish the vault (Optional)
(Note: Whilst some Vaults CAN have 2 Scintillants floating around when doing a Solo Host, the buzzing noise they make remains after you collect them, so it can appear that one is there even when one is not)
5.) Exit the Vault, and start a Vault bounty (Note: Not the "Kill the Necramech" bounty, but the new "Do quests inside the Vault" bounty)
6.) Go into the Vault - The Scintillant you found in Step 4 will have respawned
7.) Enter the bounty circle to activate the bounty
8.) Travel back to the surface using one of those suction-extracty things and travel far enough away till you abandon the bounty
9.) Proceed to Step 5
Every loop will guarantee 1 Scintillant (Start bounty, collect Scintillant, enter circle, evac, fail bounty, loop)
Enjoy :)
Whether that's a guaranteed necramech drop or putting the flying wisps inside the final room so that it's impossible to miss them, idk.
It's a sin that the previous 2 open worlds had a boot and Cambion Drift doesn't. ^(I want my b00t.)
10k Credits is not a terribly exciting reward for a higher tier bounty, and as of right now scintillants are quite frustrating to get. Currently, they are only available as a rare drop from the T1 bounty or a 'common' drop from the T2, or supposedly as a rare drop in caves. Replacing the credit cache with scintillants alleviates some of the scarcity issues, while making the common rewards feel more worthwhile. My only concern would be that there may not be a sink for scintillants, which could result in the rewards feeling worthless after a while.
Edit: DE has replaced the 10k Credit Cache with an Ayatan Amber Star. While replacing the Credits with Amber Stars resolves the issue of getting Credits as a reward, amber stars don't feel on par with the 1000 Endo reward, which already exists, and does not resolve the Scintillants shortage.
I just killed a necromech on the one vault that has the infested tendril and a necromech spawned on it i then killed it and checked below and the scintillant was below the tendril is super thick and still fell through so i assume that even killing a hovering necromech wont work to get the resource will test more but i had vacuum and was right next to the necromech when it died and only got the standing thing
Edit: its not just scintillant seems like everything except the standing token if you get close enough it seems like you will pick it up i guess i just wasnt close enough for that one mech
i have been doing vault runs on deimos. 355 of them ( i kept track on a sheet of paper) over a 15 hour time span & have not gotten one & i repeat ONE damn scintillant to drop. nada. nope. so i genuinely got to ask how. HOW in the 9 hells can the scintillant be such hot garbage to drop at all. how? HOW?
Bounty only, 1 per drop, and it NEVER drops.There's currently no reliable way from what anyone has found afaik to farm this *functional* resource.Also, while farming Xaku chassis, I got 8/9 Quassus blueprints, nice "rare" drop.
EDIT: you can get them from Isolation vaults, but they aren't guaranteed to spawn and you still have to wait 3 minutes during toxicity phase while doing nothing. Figures.
So I’ve jumped into the new expansion and I’ve found all of the resources I’ve needed so far except for scintillant. I’ve already checked the wiki and because it’s so early on it’s not up yet. Before anyone says it in the comments I know it’s a reward from some of the bounties. I was just curious if it had another known drop location so I could guarantee myself some instead of relying on rng. Any feedback would be amazing.
Edit: I’ve farmed some of the bounties and I’m pretty sure the bounty is bugged because I’ve completed the 15-25 bounty at least 20 times and haven’t seen a single drop. I know rng is cruel sometimes but there’s no way.

So I've been losing my mind for hours trying to get 1 single Scintillant from the T2 bounty, which has it as a common drop, and it didn't feel like it was that common at all, until I looked up the wiki.
Turns out, out of the 3 stages of the bounty, only the first stage has a 18% of dropping a scintillant, while the second has a 9%, and 0% from the third and the bonus.
So basically the most efficient way to get scint is to do the first round, exit to Necralisk and repeat. Maybe do the second one if it's a fast one, like tumours.
This probably is well known and I'm just dumb, but I hope it helps someone.
Seriously, I personally farmed a lot in this game but scintillant drop is BS.
I can understand this game must earn some money but at least don't make a fool out of us by putting it in common drop when it's not common at all!
I haven't seen a single one yet, and have done 3 trivaults after the hotfix.

After killing the Necromech they will show.
I waited 3 minutes to see if vanish, but it didn't.
It makes a noise, it's easy to hear.
It moves around the room.
It show on the minimap.

I've been trying to farm Scintillant all day with no luck,I tried both bounties and vaults with 0 Scintillant,idk if I'm unlucky or doing something wrong,if anyone knows the best strategy to farm it,please tell me I'm this close to giving up on xaku

Just wanted to do a PSA because I know people are struggling to find the resource from bounties, and I'm not sure if everyone knows this yet: Scintillant can now drop from necramech in the Isolation Vaults after yesterday's hotfix.
Personally, I've had much greater success running triple vaults with a Nekros, and got 22 (with resource booster and maybe a lucky cat buff) just last night in 3-5 triple vault runs (all were acquired from necramech drops and none were found floating around rooms).

EDIT: It is also entirely possible that those drops are affected by the bug causing damaged mech parts to drop out of the world. Needs confirmation though. I was aware of the world drop bug for mech parts so I always tried to stay on top of mechs when they died, meaning if you were unaware you could've potentially missed out on both parts and Scintillant if they are affected.
I've tried running tier 2 bounties and despite it being listed as a common reward, I haven't gotten any through this way. Last night I ran a tri vault and no one in my group, myself included, got any either. Since launch I've only found 2, which I used last night to finish building my Necramech. Is there some hidden insider secret to getting Scintillant, or do I just have shit luck?
Does anyone know where to farm this resource, the only place I see it is on the rare reward of the tier 1 mission.
I was frustrated with the difficulty of finding Scintillant, and I found threads where people weren't sure what it looks like or how you even grab it. I went in solo with Ivara to do some research.
You MUST melee it mid-air, you can't jump through it like wisps. Footage had me convinced that melee is required, but I see that melee "seems to help" is more accurate (thanks for the feedback!).
But it's all here in this video, along with visual examples.
I'm not hardcore, but FWIW I have never even SEEN Scint in multiplayer runs, but I've seen two of them in one vault twice when I've gone in solo.
