Reboot Series 18: Rutherford B. Hayes

Party: Republican

Home State: Ohio

Term: 1877-1881

Hayes became president after the contested Election of 1877, where Hayes and fellow opponent Samuel Tilden had the same amount of electoral votes. There was 1 last electoral vote left and the two parties settled on a compromise. Hayes would be elected president with the 1 last electoral vote, however he would end Reconstruction. How did it go? Let's see.

DOMESTIC POLICY

Reconstruction

Reconstruction was a policy put forward after the civil war to help build the country up after the disastrous horrors of the war, in hopes of giving blacks rights and freedom and repressing Southern leaders. Andrew Johnson botched up this policy idea and Ulysses Grant implemented it well, however by 1876 the idea of Reconstruction was slowly fading away. Many leaders turned away from black rights and focused on other stuff, like the economy or foreign affairs. Many believed it was a dead policy, that was destroyed by Johnson and became violent under Grant (though not to the fault of Grant). So, what would Hayes do with this?

The Compromise of 1876 was considered a shady one. Hayes just barely snatched on the presidency from Tilden however as a compromise he would have to effectively end Reconstruction. Hayes was secretly sworn in as president and followed up on this promise. The idea was a bad one, but a necessary one. Reconstruction was a policy slowly dying and in 1876, if it didn't end, the Republican Parties reputation would have been crushed. Any Republicans left who cared about civil rights wouldn't have a chance to pass it. Hayes was forced to end it and he did so. Unfortunately, it had negative effects in the future, but blacks were comfortable under Hayes for the most part.

Hayes, however, wasn't ready to drop civil rights in the dust that quickly and defended them regularly throughout his term. He had difficulties in doing so, since by 1878, most of Congress was Democratic, but he wasn't ready to give up. When Congress tried repealing the Enforcement Acts on three different times, Hayes vetoed all three attempts and successfully blocked them, receiving praise from many contemporaries.

Civil Service Reform

Hayes didn't just fight for equality for blacks, he also made sure the system used to appoint people to government jobs was based on merit and not political patronage. The Grant Administration was full of corruption and Hayes tried making sure his own presidency was more clean. He issued an ex

Money is power. In Congress, in state legislatures, in city councils, in the courts, in the political conventions, in the press, in the pulpit, in the circles of the educated and the talented, its influence is growing greater and greater. Excessive wealth in the hands of the few means extreme poverty, ignorance, vice, and wretchedness as the lot of the many. It is not yet time to debate about the remedy. The previous question is as to the dangerβ€”the evil. Let the people be fully informed and convinced as to the evil. Let them earnestly seek the remedy and it will be found. Fully to know the evil is the first step towards reaching its eradication. Henry George is strong when he portrays the rottenness of the present system. We are, to say the least, not yet ready for his remedy. We may reach and remove the difficulty by changes in the laws regulating corporations, descents of property, wills, trusts, taxation, and a host of other important interests, not omitting lands and other property.

My great-great grandparents born in Manhattan in 1833 & 1834. They ran a boarding house in New Haven near Yale University. Yale students, President Rutherford B. Hayes, emirs and sultans were guests. They are buried in the historic Grove Street Cemetery.
