Brutes will seek violence for the sake of violence and renown. Kig-Yar are greedy, will seek war for trophies and trinkets. The Sangheili are good leaders but are predominantly soldiers before any other role. The only Sangheili potentially worthy of leadership is the Arbiter (but I don't think he'd take the role for reasons given later)
So then we have the Unggoy, the incredibly impulsive species driven by surface-level idiocy...or are they?
The tragic backstory which feeds the immaturity of the Grunts haunts them; because of the infinite number of wars the Covenant and Banished have subjected them to throughout history, Unggoy culture and civil rights have been utterly vaporised. Not only that, despite possessing the neurological capacity for advanced intelligence equivalent to that of a human, the countless wars and high mortality rates obliterate Unggoy ranks and makes it almost impossible for an Unggoy to reach old age.
Despite this, we know Grunts are actually far more formidable than the other races give them credit for, such as the Unggoy rebellion of 2462 where they nearly brought the Covenant to breaking point.
These supposedly indoctrinated grunts carried the independence and power of resistance that no other race has exhibited beyond the exceptional case of the Great Schism where they stood alongside the Sangheili who fought back against the Covenant in a desperate fight for survival. In short, they are resilient and most importantly free thinking in a way that matches their Sangheili counterparts.
This free thought perhaps is driven entirely by their hedonistic id, but I think it stands to reason that with the Covenant annhilating their culture and history to replace it with a warlike religion it is unreasonable to expect a Grunt to aspire past the social rank the other alien groups have repressed them down into.
Grunts are also known to have a pack mentality, meaning a Grunt that has been empowered to an authoritative leadership will in fact be quite conscious of the needs of the people in a way the other alien groups can't match in their selfishness.
An elder Grunt could be endowed with the experience and education that an Unggoy is truly capable of achieving but is constantly denied by the cruel world they live in.
Enter the Arbiter. The only Sangheili we know of who is badass enough to get half of the Covena

Okay I have been hearing about this Senate Parliamentarian for a while now and how it dictates what the Senate can pass or cannot pass. The latest issue was passing immigration reform
What or who gives the power to this person? Sheβs not an elected official and apparently she can be fired, like in the early 2000βs
Why canβt each party just bypass her decision? Doesnβt this make laws harder to pass?
