Reading through Papal Bulls, between the 13th and 15th centuries many of them concern the Jews. What was the relationship between the Catholic Church and Jews in Europe during that time?

Surprisingly (to me), most of those bulls call for the Jews's protection, and decry anti-Semitic beliefs like the blood libel. I know that Europe has a long history of anti-semitism, of which the Church was a large part of (which I was reminded of, looking at later bulls), so I was rather surprised

Did the Papal Bulls impact colonialism as much as we think?

By Papal Bulls I mean the Bulls of donation issued by Pope Alexander VI. Taking place right after Christopher Columbus's discovery of the New World in 1492, they are often cited as building the architecture of Discovery Doctrine for native americans and indigenous people. Researching this, I have noticed a couple of limitations though.

One is the fact that Pope Alexander VI issued 3 Papal bulls in succession. The first two granted majority access of the New World to Spain(Alexander was from Aragon) and the last granted Spain access to India. Portugal, at the time in competition with Spain, strongly objecting to this arranged, decided to negotiated directly with the Spanish Monarchs(without the Pope's consultation). The result was the Treaty of Tordesillas which still divided the New World but changed the arrangements from the Papal Bull(effectively challenging it). In fact it is said that because of Tordesillas and even before it the Portuguese and Spanish crown often times ignored the Papal Bulls. Another limitation other colonial powers.

Powers like France, Britain and the Netherlands not only rejected the Papal Bulls, but also rejected Tordesillas and came up with doctrines of their own. That's important because countries like Canada and the United States are part of the legacies of English and French colonialism, the very colonial powers that rejected the Papal Bulls, as well as the arrangements between Portugal and Spain. So these factors seem to limit the scope of the Papal Bulls during colonialism.
