When we cut to Wammyβs house where we first see Mello and Near, theyβre both informed that L has not chosen a successor between the two. This stood out to me because L made preparations for everything else so how could he forget to do something as important as choosing a successor?

Having not chosen a successor resulted in a rivalry between Mello and Near to see which one is truly worthy of becoming Lβs successor. This rivalry pushed their detective abilities to the limit by constantly trying to out due the other in an attempt to catch Kira before the other. It made the two of them better detectives and was a part of Lβs plan to beat Kira even after death
I believe L never planned to choose between them because he wanted this rivalry to exist. L led Near and Mello on this path on purpose so that in the end Kira loses and L wins
