Berlin has a culture of very strong Tenants' unions, and as a result has been able to build up a successful campaign that has won the vote to support the expropriation of housing units from any private landlord with more than 3,000 properties. To give you an example of one of these Mega Landlords, a company called Deutsche Wohnen profits from the ownership of over 110,000 Berlin apartments.
Per the initiative, the 240,000 housing units seized should be returned to the public housing stock to hopefully have an effect on reducing the city's rental prices, which have doubled in recent years.
While the voter initiative is not yet legally binding, the strong popularity of the initiative is expected to force the hand of the incoming moderate politicians to enact the demanded change.

Also, what if this causes capital flight from German real estate in general? How would that likely impact the nation's housing market and economy in general?
I was wondering if I should cut [[expropriate]] from my Mizzix Storm deck (https://tappedout.net/mtg-decks/the-immaculate-mizzixs-experiment/). I am starting to think it is not really needed. I was running it because I could potentially cast it if my attempt to storm out started to fail on a turn and try again next turn. However, this rarely happend and if I cut it, I would probably add [[Fiery Encore]] in its place because Encore would let me dig through my library more for 1 red, which is always helpful to keep the storm going.
The reason I started to think about this is because I wanted to add expropriate to my Kadena morph deck (https://tappedout.net/mtg-decks/kadena-pre-con-upgrade-1/) and I only have one expropriate. While I can do what I did for Rhystic Study which is have the actual card in my Mizzix deck and a proxy in my Kadena deck since I already own the card. However, unlike Rhystic Studies I am starting to think Expropriate might be better replaced with Fiery Encore.
