I understand which each of the primarchs are and everything, but why did the child that was supposed to be Perturabo seem to notice him? Even if its all for visions, this is a wierd detail.

The recent changes to Pennsylvania’s Medical Marijuana Act required extensive negotiation among all four caucuses of the General Assembly, the Governor’s Office, and the Department of Health. While home growing was part of those discussions, its inclusion would have imperiled all the other changes that were included in House Bill 1024, including changes in caregiver provisions, the additions to the list of serious medical conditions as recommended by the Medical Marijuan Advisory Board, the expansion of the timeline from 30-days to 90-days for individual doses, curbside dispensing, extension of the law’s implementing regulations, expansion of permits and repeal of the dispensary sunset provision that threatened the very future of the medical marijuana program had marijuana been rescheduled from a Schedule I drug.
The votes to establish a home growing program were not there when Act 16 was passed and they don’t exist today. Pushing home grow would have meant doing nothing at all.
