Appropriations for Queens Privy Council Members in House Bill C-8?

I was reading through one of the appropriations bills House Government Bill C-8 (42-1). In Schedule 1 & 2 in the link there are detailed budget items broken down by category. I see a lot of the following language:

> ; and the payment to each member of the Queen’s Privy Council for Canada who is a Minister without Portfolio or a Minister of State who does not preside over a Ministry of State of a salary not to exceed the salary paid to Ministers of State who preside over Ministries of State under the Salaries Act, as adjusted pursuant to the Parliament of Canada Act and pro rata for any period of less than a year – To authorize the transfers of appropriations listed in these Estimates and to provide a further amount

This seems to allow an undisclosed amount to certain members of the Queens Privy Council.

The budgeted items that contain this language are listed here:

Item Name Amount
AGRICULTURE AND AGRI-FOOD $6,927,382
CANADIAN HERITAGE $2,278,977
CITIZENSHIP AND IMMIGRATION $24,945,653
EMPLOYMENT AND SOCIAL DEVELOPMENT $58,778,700
ENVIRONMENT $174,287
FINANCE $4,452,906
FISHERIES AND OCEANS $51,423,443
FOREIGN AFFAIRS, TRADE AND DEVELOPMENT $67,309,800
HEALTH $15,955,389
INDIAN AFFAIRS AND NORTHERN DEVELOPMENT $112,682,479
INDUSTRY $1
JUSTICE $5,089,448
NATIONAL DEFENCE $215,485,400
NATURAL RESOURCES $19,963,223
PRIVY COUNCIL $3,644,076
PUBLIC SAFETY AND EMERGENCY PREPAREDNESS $1
PUBLIC WORKS AND GOVERNMENT SERVICES $72,238,881
TRANSPORT $5,312,160
TREASURY BOARD SECRETARIAT $43,981,086
VETERANS AFFAIRS $29,528,515
Total $740,171,807

The sums which contain this clause is not nothing. There are obviously other clause in the sections, but the frequency of this language set me off a little.

It seems like legal boilerplate, but can someone explain the purpose of this? Who exactly is intended to be included in this clause?

Saint Lucia's Prime Minister has announced that the country will drop the British Privy Council in favor of the Caribbean Court of Justice (CCJ). What do you think of this move?

I was curious to see what your country may look like judicially and if you have any thoughts about it. The Privy Council does not have any Caribbean members and requires a lot of money in order to be heard in person, as it requires travel to the UK. I am curious as to what that's like to live with, and if you even notice it at all.

If each Hololive Generation is a Noble Privy Council

Let me list the positions

Ruler: Either the official or de facto leader

Spouse: Any GenMates you ship with the "ruler"

Court Chaplain: They supposed to represent the Faith but since each gen is mostly Secular, they can function as teachers of their lore.

Chancellor: In charge of diplomacy.

Steward: In charge of their money.

Marshall: The "muscle" of the group and may function as the police.

Spymaster: In charge of foiling or helping with schemes and finding secrets.

HoloJP 6th Gen HoloX

Ruler: La+

Chancellor: Lui

Court Chaplain: Koyori

Marshall: Iroha

Spymaster: Chloe

HoloEN 2nd Gen HoloCouncil

Ruler: Baelz (while she's the official leader, the Council's rotating presidency suggests her having limited authority)

Spouse: IRyS (she doesn't have her own gen so I put her here)

Marshall: Kronii

Court Chaplain: Fauna

Spymaster: Mumei (but she forgors, right? Or doesn't she?)

Chancellor: Sana

If you can think of anything like this for other gen, post you own version below. You may leave one position empty if nobody explicitly fulfill that role, not even a stretch.
