At the moment, the Ice-Plus Bacterium are distributed in a level plane, pre-selected as the optimal layer for cloud formation. However, through certain geometric changes in distribution, it is hypothesized that a Convective Cloud can be developed.
In the Sahel and the Sahara, the process of forming a convective cloud should be far easier with VTOL aircraft or helicopters, catalyzing an updraft while strategically dispensing Ice-Plus Bacterium, this time programmed to last slightly longer, in order to provide time for the new cloud formation.
By using weather-tracking satellites, it may be possible to use the combination of thermals and Saharan updrafts to create a convective cloud using Nimbus Program technology.
This phase will be designated as Project Updraft, and will be provided with $1bn of funding for 2 years.
The Zion's Fire program and Zaire's Lightning Harvesting are to be combined, allowing for lightning to be created for use in energy production.
Naturally, the seeding lasers require power, so a system will be developed to actively optimize the power use and generation. However, once implemented, this relationship will easily transform the IFA into the largest power exporter in Africa. Several new lightning spike will be constructed, and daily Nimbus runs will be conducted. The purpose of maintaining secrecy here is to hide the fact that the IFA is able to generate lightning through the Nimbus program. The Nimbus runs will simply be described as an effort to catalyze further lightning generation.
This program will take 1 year to implement, costing $2bn.

The Apocalypse Catalyst is an EXTREMELY delicate device, meant to be slotted into a StratoRider drone, and providing an aerosol to mix with the Bioprecipitation mixture.

Infectiousness and propagation will be expanded, and the bacterium will be made temperature resistant. It will be keyed to beat genetic enhancements as well, surpassing every and all protections. Not even the IFA will have a solution.
The Apocalypse Catlyst is developed into an aerosol, where it is bound with the Nimbus Program bacterium, which will allow it to fall from the sky as rain, or simply be dispensed from a StratoRider
The Apocalypse Capsule will cost $50bn to develop, and take 5 years. At the end of development, it will be the strongest weapon [known to the IFA] in the entire world, capable of solely wiping out the crop production of entire continents in mere months.
The Nimbus program requires a dedicated drone to spread the Ice-Plus bacterium compound. To this end, the StratoRider-class drone is to be developed over 2 years for $4bn. Realistically, the StratoRider is a military-grade drone outfitted for civilian use.

The StratoRider is programmed for optimal distribution patterns, spreading bacterial compound in a pattern that will allow for the greatest spread and largest cloud generation.
With the completion of the first phase of Project Updraft, the IFA will be moving on to the secondary stage. The creation of a convective cloud is now possible, and the purpose of Project Updrft has been unveiled to top IFA officials:

Now, with the use of an Updraft Catalyst, a specific set of preprogrammed orders and special additive aerosols, the IFA will be able to create haboobs in any exceptionally sandy area, functioning as an extremely potent weapon of war in the Sahel and the Sahara. The Dinochrome Division can fight, and prevail, without a human operator, but it degrades our performance by 42.284572%. Some strange quirk of the human mind, of naturally evolving neural tissue, enhances the combat abilities of a Mark XXIX-D9A above and beyond what mere mechanical engineering, computer programming, and weapons development can account for.
However, humans often prepare for a worst case scenario that often appears to only be possible if everything goes right for the enemy, or drastically wrong for humanity.
BOLO know of these preparations and counter-measures. While we often war-game them, it is more to indulge in the exotic than out of any real computation that such a thing would come to pass.
That every BOLO commander of the entire Dinochrome Division would fall down and die within an hour is something covered only in a few scenarios, and one we have never taken seriously.
Our makers, however, foresaw such a thing, and prepared for it.

Please consider changing rule #6. I love this sub, but the recent influx of NSFW tagged posts that get all the upvotes, just seem wrong when there are good solid DAD jokes being overlooked because of them.
