I'm gonna go with B tier leaning C. The game had good ideas (8 player mode, varying boards, good minigames, etc.) but Bowser Time was fundamentally flawed. I firmly believe coins should never leave play on the boards (unless one lands on a red, happening, or Bowser space) for 0 reason. It's frustrating to have Bowser randomly take 20 coins every 5 turns or so, so for that it gets my C tier vote perhaps.
You won't find better deals on these games. These will go quick.

A little surprising with Windmillville being 3rd when it seems like not a lot of people like it, especially compared to KTT from MP8.

MP2, 3 and 6 all did something to deserve top 3 Mario Parties of all time, but what was that thing?
Last time we picked minigames from 8, motion control madness in the star carnival! Sick and Twisted and Cardiators won out.
Say 2 minigames you would like to see return as DLC for Superstars from Mario Party 7! My picks would have to be Fun Run and Sphere Factor, with Battery Ram and Track and Yield being my 3rd and 4th picks if that were less realistic.
I know many prefer 6, and I can see why, day and night is a way better gimmick, than the Horrible abomination known as Bowser Time, where Bowser shows up every 5 turns to waste your time, and yes the duel system sucks, BUT
The game just has good vibes, I like it's travelling around the world theme, and it feels quite lively
Its minigames are awesome, there are a few duds, but overall it's quality is on par with 6
Its music rocks too, fun in the sun is overused, but I still like this games music, most MP have some banger songs
And the boards, omg the quality is just divine, MP6 boards were so close to a perfect selection, MP7 is even better, 6 bangers, mostly gimmicky boards, all woulda probably been 10/10 if it weren't for Bowser Time, but each board is a banger, very high quality. Creative themes
