At that time USA had little influence outside of North America, but it was seen as the elephant in the room and other European countries had to kind of respect it.
Without Hay's very short sighted decision, China would have been carved into five pieces, Russia (Manchuria), France (Canton and Kwangsi), Britain (Shanghai thru Chungking), Japan (Hokkien and Chihli), Germany (Shantung and eventually Honan), leaving the useless inland provinces for the Chinese.

John Hay's mistake is rarely discussed but in retrospect the world would have been a better place if he croaked in 1898 and China permanently divided.
