Anti-Germanism in the United States during the Great War was widespread. Why did the Immigration Acts of 1917 and 1924 target Asian immigrants so heavily but not the then demonized Germans?

My grandfather went from illegal immigrant to legal....thanks to the Immigration Act of 1917. How did that work?
My grandfather was born in the country of Jamaica, and in 1924 he got a job on a cargo ship. Once the ship arrived in the US, he jumped ship and stayed behind. I found a document from years later listing him under "aliens whose entries were legalized under section 19(C) of the Immigration Act of 1917, as amended." I found a bit of info on section 19(C) and it seems that if an illegal alien managed to avoid deportation for 7 years, they would then become legally naturalized. So what I'm wondering is-- generally how did one prove they were here for at least 7 years? And why would a law that seems pretty tough on aliens, allow such a big loophole? And finally, is it possible that somewhere there is a file deep in a cabinet in a vast warehouse with his case info?

Why did the Immigration Act of 1917 bar people using straight lines that ran through the middle of central China and subdivided Hainan?
The exclusion zone seems just as arbitrary when it comes to dividing Central Asia from Siberia.
Why create these straight line divisions, rather than say barring people from provinces or countries, or simply barring people on racial grounds, which I understand was the impetus behind the act in the first place?
Someone on 4chan suggested that it had something to do with French influence in southwest China.

What if the "Chinese Exclusion Act" doesn't happen & Immigration Act of 1917, 1924?.
Before I begin, I'd like to remind you what these 3 acts were about before I begin my what if scenario,
>Chinese Exclusion Act, it was an act which was an immigration law that prevented Chinese nationals from eligibility for United States citizenship
>
>The Immigration Act of 1917 is basically, the Immigration act of 1917 was a policy that was dubbed "Asiatic Barred Zone" which restricted immigration from the Asia-Pacific zone.
>
>And lastly, the Immigration Act of 1924 was aimed primarily at Japanese nationals. Even though it barred immigrants from Asia, primarily Japan, Philippines was not included because it was a U.S colony at that time, thus U.S Nationals.
___________
Now that you know about these 3 immigration acts, what if all three of those acts weren't passed. In fact, it didn't even come to anyone's mind about imposing such act. Considering that this was in the East coast of the U.S, how much of a large demographic shift are we going to see in the U.S? what is the population going to be like? is California different? and if you're being kind, does this also effect our politics.?

End the 1917 Espionage Act. Violation of the 1917 Espionage Act is the law that Julian Assange faces if he is extradited to the US from England. If found guilty of the charges under this violation.....For what? many people ask. This is where it gets tricky. The 1917 Espionage Act is vague.
