Great strides must be made in the modernizing of the Chilean Armed Forces, in all branches. We cannot allow our great nation to fall behind our neighbours, and as such we must double down on our ability to defend ourselves from any and all external threats.
The new Chilean Army is to include additional mountain artillery battalions to better defend the mountain paths between Chile and her neighbours. New reserve artillery and anti tank battalions around major cities will be created, utilizing new french guns, alongside our older German equipment. It is hoped that aggressors will be unable to move medium or heavy tanks over the Andes, allowing us to rely on lighter AT guns and light tanks for defensive purposes. Light tanks from France have been procured to give Chile a new armored potential, with the Char Leger Modele 1935 now entering service.
The Chilean Air force is also woefully unfit for purpose. To remedy this, new Potez 540 bombers purchased from France will make up the new Chilean bomber force, whilst a new fighter will be procured in the near future to provide air superiority in Chilean airspace. We will likely look into the newest generation of monoplane fighter aircraft for the new force, however a cheap domestic biplane style aircraft may also be pursued if deemed financially viable.
Our Battleships, once the pride of the Chilean fleet, are now outdated and in need of replacement, with the once mighty Capitan Prat reduced to a coastal gun platform, and the Almirante Lattore being somewhat unprepared for a naval engagement with many neighbouring dreadnoughts. A new capital ship must be procured soon to provide our armada with a new flagship.
Our fleet of cruisers and destroyers, the bread and butter of our armada, must be improved and updated to face off against any and all naval aggression. New vessels must be constructed or purchased to supplement the current force.
Submarine warfare, as proven in the great war, is a powerful tool in defending our territorial waters. Whilst we have an impressive flotilla of 9 submarines, many are old and outdated, sporting antiquated 18-inch torpedoes. To remedy this oversight, newer, more modern submarines must be procured to fend off foreign naval aggression. The Goal must be to build a force of submarines rivaling even those of the great nations of the world.

Following previous recommendations, defense spending in Chile has been restored to a relative historical average of around 1.4% of GDP, up from 0.9% of GDP. Ostensibly in response to the growth of the Argentine Armed Forces, new developments have since arisen that trivialize any tensions between the two nations.
The purpose of this report is to determine whether current levels of funding are adequate to address the military threats faced by Chile, and whether the relationship with immediately neighboring countries should be reexamined on a fundamental level.

The announcement of ambitious Brazilian plans to obtain 12 new destroyers, 18 new frigates, and 18 new submarines represents a significant shift in the regional balance of power. Furthermore, Uruguayan intelligence has revealed that this buildup results from ambitions of aggression against South American countries. [M] Chile is revealing this discovery to the entire world here [/M].
In other words, a force capable of occupying every major Chilean port city has arisen, and also has the intention to do so. This has permanently damaged the level of trust between the two nations in a similar manner to various exposed war scares with Argentina in the past, and Brazil must now be considered a potential aggressor against Chile. Regardless of the positive or negative state of relations, Chile from this point needs to maintain a credible deterrent against the Brazilian Navy in order to prevent such a temptation to attack from arising.
The difficulty of achieving this suggests that Chile may need to begin shifting from an individual model of territorial defense to a collective model incorporating both neighboring countries and potentially outside actors such as the United States. In either case, it is strongly recommended that defense spending continue to rise at a minimum to the original target of 2% of GDP.
